摘 要
健康是人生的最大财富，而完美的健康人在世界中寥寥无几。工业化
的发展、城市化过程放大了传染病和慢性病的双重威胁，个人、企业和政
府不堪医疗费用重负，中国企业员工面临着普遍的亚健康问题。这一切，
为健康管理的发展提供了良好的契机。

健康对标研究是提升健康管理的一种工具。通过健康对标可对当前健
康状态、健康发展趋势及未来可能出现的结果等多方面的判断。本文以国
网山东省电力公司为研究对象，在健康评价的基础上，首次提出“健康对
标”的疾病预防控制管理理念，应用标杆管理理论、统计学原理等，将个
人健康水平的体检提升到群体健康水平体检，评价范围由“死亡、疾病人
群”延伸到“健康人群”，丰富了疾病预防控制内涵，拓展了疾病预防控
制深化研究外延，实现了从对死亡和疾病的负向评价到以健康为中心的正
向评价。

通过健康对标，有利于增强员工自我健康意识，推广普及健康知识，
减少职业工作对健康的不利影响，有利于促进企业生产和社会稳定，有利
于疾病分析诊断，寻找有效促进健康途径，督促社会制定健康对策，推进
公共卫生对策实施，达到健康促进的目的。

Abstract
Health is the most valuable wealth to life, however, few people are
found as perfect healthy. Industrialization and urbanization have been
deteriorating the dual-threat of infectious and chronic diseases, individual,
enterprise and government are overwhelmed with medical expenses, and
enterprise staff are faced with sub-health problem. Therefore, good
opportunity for health management arises.
Standard health management is a tool to improve health management.
Through health benchmarking, current health state, health development trend
and possible coming results and etc. could be judged. The theory takes Stage
Grid Shandong Electric Power Company as research object, on the ground of
health evaluation, health benchmarking management conception of disease
prevention and control is initially proposed, by application of benchmarking
and statistics theory, etc., health examination is improved from individual
from group level evaluation scope extends from dead and diseased group to
healthy group, connotative of disease prevention and control is enriched and
deep research denotation of the same is widened, and transition from negative
evaluation of death and disease to positive evaluation of health -focused is
realized.
Through health benchmarking, it helps strengthen the health
self-consciousness, spread and popularize health knowledge, all eviate
negative effects of occupational work on health; it promotes enterprise
production and social stability, helps analyze and diagnose disease, search
efficient approach to improve health, press society to make health plan, propel
enforcement of public health, and realize the target of health promotion.
