全员设备维护管理强调在企业实施生产过程中,从基层的操作员工到高层的管理
者,包括组织的所有层级和职能部门的全部人员,都要参与对设备的维护、管理和保养。
全员设备维护管理体系是建立在持续不断的“整理、整顿、清扫、清洁、素养”(5S)
这5项管理活动的基础上的,它主要包括个案改善、自主维护、维护计划、早期管理、
质量保障、培训和教育、环境改善、事务改善等八个方面的内容。企业实施全员设备维
护管理的最终目标,就是要通过提高组织管理水平,加强组织核心竞争力,使组织达到
员工满意、顾客满意和社会满意的目标。全员设备维护管理是现代企业管理中一种先进
的设备管理模式。
SH公司是一家位于深圳的、主要从事各类电子产品塑胶模具开发的综合性企业。
公司共安装有各类设备88台,目前公司设备的维护管理主要由专门的设备维护管理部
门负责,使用设备的工人只负责设备操作。这种传统的设备维护管理模式导致该公司设
备使用不当、恶意操作、设备档案不全等情况经常发生,故障率一直居高不下,从而降
低了设备的开动率,增加了设备的维护成本,降低了企业的经济效益。为此,本文基于
对SH公司设备维护管理的实际考察,依据全员设备维护管理理论及其应用实践,从全
员设备维护管理的组织架构、方针和目标、教育培训体系、管理机制和制度保障体系、
设备安装和计划保养体系等诸多方面,为SH公司设计了一套全新的全员设备维护管理
的详细方案,并将该方案的实施分为理念形成、前期准备、正式实施、稳固提升共四个
阶段,还明确了各个阶段的具体实施措施,以及在方案实施过程中所要遵循的基本原则。
预期通过该方案的实施,能有效地提升SH公司的设备维护管理水平,较好地提高公司
的经济效益。同时,方案实施中积累的经验,还能丰富全员设备维护管理理论的内容,
并能为以后其他企业实施全员设备维护管理模式提供借鉴,因此论文不但有一定的理论
意义,还有重要的实践价值。

Abstract
During the production process, the theory of Total Productive Maintenance
(TPM) emphasizes all staff, from the operational workers to senior managers,
should be involved in the maintenance process of unit equipments. To be more
specific, the TPM system is constructed of five basic management activities, i.e.,
Seiri, Seiton,Seiso, Seiketsu, and Shitsuke (5S),which covering eight aspect of
firm management, such as case improvement, autonomous maintenance,
maintenance plan, early management, quality assurance, training and education,
environmental improvement, and transactions enhancement. The ultimate goal
of implementing TPM is to improve organizational management quality,
strengthen the organization's core competitiveness, enhance the satisfaction level
of employees, customers and social stakeholders. Overall, TPM is an advanced
modern enterprise equipment management theory.
Located in Shenzhen city, SH company mainly engaged in plastic mold
development and production of various electronic products. Till now, SH has
equipped with 88 units of various equipments, all equipments are maintained by
a special department, at the mean time, the operation job are responsible to some
other daily using workers. This traditional equipment maintenance mode causes
many operational problems, such as equipment undeserved, malicious
operations, and lack of recording archives. As a result, equipments has suffer a
high rate of malfunction, which reduces the equipment run rate, increased the
cost of equipment maintenance, and consequentially reduce the enterprise's
economic benefit.
For this reason, based on the actual investigation of SH's equipment
maintenance process, and according to TPM theory and its application practice,
