随着我国电力体制改革的不断深入,“十二五”期间电网企业将面临前所未
有的发展机遇与挑战。机遇来自于国家大力推进的智能电网及特高压的大规模建
设,挑战来自于“厂网分幵”后一度停滞的“输配分开”等一系列打破垄断的措
施。电网企业在此环境下,只有不断提高企业绩效管理水平,才能适应改革与发
展的需要。
内蒙古超高压供电局作为整个内蒙电网的一个重要组成部分,是内蒙古电力
(集团)有限责任公司直属大型二类企业,在内蒙古电力公司建设现代企业中扮
演着重要角色。作为内蒙古西部电网500千伏输变电设备运行、维护以及电网建
设管理单位,内蒙古超高压供电局自2012年已经开始了绩效管理实践,制定了关
于部门、班组、员工的绩效管理体系,经过对当前绩效管理体系的运用,内蒙古
超高压供电局取得了诸多有利于企业发展的成绩,展现了绩效管理的重要作用。
但是,内蒙古超高压供电局绩效管理仍然存在诸多不完善的方面,需要有针对性
地加以改进,形成全面的绩效管理体系。
本文认真分析当前形势,着力通过对绩效管理相关概念的介绍和内蒙古超高
压供电局绩效管理现状分析,肯定了内蒙古超高压供电局在内蒙古电力(集团)
有限责任公司现代化企业建设中的地位。在此基础上,深入分析了当前内蒙古超
高压供电局绩效管理体系存在的问题,明确了对于内蒙古超高压供电局绩效管理
体系的改进方向后提出了相应的改进建议。
首先,本文阐述了绩效管理的基础理论。这部分介绍了绩效管理的概念,深
入阐述了绩效管理的原则与作用,介绍了绩效管理的常用方法。这是整篇论文的
基础,为后面的论述起铺垫作用。
其次,论文介绍了内蒙古超高压供电局的绩效管理现状。在介绍该局的公司
概况、组织结构和人力资源状况等基本情况的基础上对部门、班组和员工的绩效
管理现状进行了深入阐述,客观分析了该局绩效管理存在着普通员工对绩效理论
认识深度不够、绩效管理重结果轻过程、绩效考评环节的沟通和反馈不够、绩效
管理结果人为偏差较大等问题。
最后,本文在结合内蒙古超高压供电局的实际情况基础上,提出绩效管理改
进建议,从加强绩效管理的宣传和培训、注重全过程绩效管理、全面实行绩效辅
导、沟通与反馈、充分运用绩效结果等方面提出了改进建议,希望对建立一套实
用、高效的人力资源绩效管理评价体系有所帮助。
