因此,针对该单位信息化建设的配套制度和改革措施势在必行。
本文首先对政府信息化一些基本概念的界定和胡德的新公共管理理论概述。
以东丽区人力社保局部门信息化建设为例,分析了人力社保局近几年在息化建设
的发展现状和取得的成效,并在此基础上指出存在的问题,主要是管理体制和管
理方式落后、前期需求调查不足及后期信息利用效率低、信息化专业队伍建设滞
后、信息化建设配套激励措施不到位等几方面。在对存在的问题进行分析的基础
之上,进行了相关对策的分析,从不同的角度提出相应的对策以期达到改善的效
果。具体分别为:完善组织领导建立信息化应用体制、明确业务流程规范管理、
建立有效的竞争机制、引入有效的管理方法、树立正确的资源和安全意识等五方
面。针对每一项对策,分别展开了详细的论述,结合人力社保局的具体实际,给
出了改善实施建议。

The Dongli District Human Resources and Social Security Bureau is one of the
late departments that conduct the government informationization. As for its
informational construction's advancement, it is at the state of low-profile development
and lacks effective mechanism. The low salary and remuneration cannot successfully
attract high-talented people. All these problems will affect the development and
practical application effect of the government informatization. Therefore, it is
imperative to enforce the ancillary system and to take reform measures for the
government informatization of the F municipal public security bureau.
There are three parts in the dissertation. In the first part, it introduces the related
basic concepts about government informatization and the outline of Hood’s new
public administration theory. It mainly includes the concepts of informatization and
government informatization, as well as the meaning and theoretical content. In the
second part, it explains the problems existing in the construction process of
government informatization. It analyses the status quo and result during the
development of government informatization in recent years, based on which it points
out the reason for the problems. It hasn’t formed the professional management for the
construction of informatization, nor hasn’t the building of professional team. It lacks
of effective performance standards, effective appraisal and competitiveness. It is
insufficient for the introduction of the private sector management and the lack of
economy and discipline for the usage of resources. In the analysis of the problems on
the basis of , The analysis carried out related countermeasures.Specifically,

sound evaluation mechanism, Effective management mechanism and to establish the
