通过对危机管理、民办教育危机管理等的理论研究和对邯郸市民办教育的调研分析，
可清晰看到这些危机的两个来源：一是外部环境，包括政策法规不健全，管理体制
不完善，学历认证不合理等；二是内部环境，包括内部管理不规范，师资力量不充
足，生源不稳定等。这在很大程度上制约了邯郸市民办教育的可持续发展。

通过分析美日本私立教育发展经验，重点研究美国和日本在预防和应对危机时
采取的管理体制改革、多元化融资、规范管理等方面的措施，结合邯郸市实际情况，
从危机管理体系中发现危机漏洞，梳理系统缺失。邯郸市的民办教育如何才能走出
困境？首先，应当坚持危机管理的基本原则；其次，国家以及地方政府应该在宏观
层面上大力扶持民办教育发展，完善政策法规，给予政策优惠，加强监督和管理等。

民办教育本身也应该加强内部管理，确保人力资源的稳定，各项管理的规范，注重
提高办学质量。

Abstract
With the reform and opening up over thirty years, Handan civilian-run education has
developed rapidly acting as a vital force and has done positive contribution for the
development of education. But Handan civilian-run education has been facing great crisis
and challenges in the developing process. Through the research on crisis management
theory and civilian-run education crisis management theory, we can see the crisis are from
two main resources: firstly the external environment including unsound policies and
regulations, imperfect management system and unreasonable certification, etc. secondly
the internal environment including nonstandard management, unenough teachers and the
instable students resources, etc, which affect the sustainable development of civilian-run
education in Handan in a great extent. Therefore, the research on Handan civilian-run
education crisis management has the certain practical significance.
Through research on the crisis management measures of civilian-run education in the
United States and Japan, especially on their reform of the management system, the
diversified financing and standard management in the United States and Japan, combining
with the practical situation of Handan civilian-run education, this paper is to find the crisis
vulnerability out of crisis management system and to comb the system loss. How can
Handan civilian-run education get out of difficulties First, the Handan civilian-run
education and governments should stick to the basic principles of crisis management.
Second, the state and local governments should be at the macro level to vigorously support
the development of civilian-run education, improve policies and regulations, give
preferential policies and strengthen supervision and management; civilian-run education
itself should also strengthen internal management to ensure the stability of human resource,
strengthen the management norms and improve the quality of education.
