论文摘要：
近年来，党中央和国务院颁布关于振兴东北老工业基地和装备制造业的一系列战略决
策。沈阳市政府根据党中央和国务院的指示，切实执行和落实这一决策，成功的搬迁和重
建了老铁西区的 200 多家老工业企业，并对老工业企业原有的体制机制进行创新，改造企
业原有老的技术，兼并和重组一些企业，安置大量下岗失业职工。沈阳市政府的这一系列
行为效果突出，对沈阳市的经济结构的改善和优化起到了明显的促进作用，使沈阳市的经
济重新焕发生机。

对于正处于经济转型中的铁西区而言，加快发展服务业，尤其是现代服务业具有更为
重要的战略意义。“东搬西建”对于铁西区而言，意味着老工业区的改造和转型，也意味
着经过合并扩大之后不断向西发展的新铁西的城区发展定位的转型。铁西一方面要在西部
新建设的工业聚集区中发展直接为工业配套服务的物流、科技开发、公共服务等现代服务
业；同时要在旧拆迁区发展房地产、建筑、金融、咨询、信息服务、商务服务、教育培训
等现代服务业。铁西区将现代服务业的发展纳入到“铁西新城”的总体战略中，并将其与
装备工业集聚区建设放在同等重要地位。

本文通过对国内外各地现代服务业发展状况的比较研究，认真分析了铁西老工业搬迁
区具有的政策、区位、产业集群、多种服务业共同发展的优势和产业结构单一、服务业发
展速度缓慢、受传统服务业禁锢等问题，对发展为工业配套的新型现代服务业、构建适应
宜居建设的商业布局、创建新型商业业态、形成服务业体系，为其他产业提供经济支撑等
相应发展对策进行理论研究。

Title of Thesis：The role and strategy in development of modern service
industry of old industrial relocation area——Case Study on Tiexi District,
Shenyang

Abstract of Thesis：
In recent years, the Party Central Committee and the State Council issued a series of
strategic decisions of promoting the northeast old industrial base and equipment
manufacturing. According to the Party Central Committee and the State Council's instructions,
Shenyang government has conscientiously implemented the decision. It has also successfully
relocated and rebuilt more than 200 industrial enterprises in the old Tiexi District. Besides, the
government innovated the system of the original old industrial enterprises, reformed the
original old technology, bought and reorganized some enterprises, and helped a large number
of laid-off and unemployed workers find new jobs. This series of measures is effective. It
plays a significant role in improving and promoting Shenyang's economic structure. It makes
the economy of Shenyang city a new life.
For the economic transition of Tiexi District, to accelerate the development of service
industry, especially modern service industry, is of important strategic significance. For Tiexi
District, East moved west to build means the renovation and transformation of the
old industrial district, and also means the transformation after the merger and expanding of Ti
exi District, which is developling to the west. On one hand, in the west of Tiexi Industrial sup
porting service of logistics, technology development, public services and other modern servic
e industry will be built. On the other hand, in the old demolition area, real estate, construction,
finance, consulting, information services, business services, education and training and other
modern service industry will be developed. The of modern service industry of Tiexi District w
ill be incorporated into the overall strategy of the New Tiexi , which is regared as the equall
y important as building the equipment industry cluster district.
This paper studies the development situation of domestic and foreign country of modern
service industry. This paper analyzes the problems with the old Tiexi industrial relocation
district policy, location, industry cluster, a variety of services and common development
superiority, the single industrial structure, service industry development speed which is slow,
and the traditional service industry of perception. This paper puts forward future development
countermeasures for the modern service industry after relocating the old industrial
area—develop the new modern service industry for industrial supporting, build livable
commercial layout, create new business formats, form the service industry system, and
