摘要
在经济市场化、竞争国际化、社会需求多样化、市场一体化的社会背景下,现代
物流正朝着标准化、信息化、网络化、一体化、柔性化和绿色化方向发展。欧亿·体育(中国)有限公司物流
的发展也应顺应国际物流发展潮流,迅速确立发展定位,转变欧亿·体育(中国)有限公司发展方式,提高行
业整体竞争实力。

烟草工业在我国国民经济中占有很重要的地位,而烟草工作的质量和发展在很大
程度上取决于烟草物流。为了继续深化欧亿·体育(中国)有限公司市场化的取向,提高市场需求的响应速度,
在烟草企业的服务价值链中,物流系统的地位在不断的攀升。一个健全的、运转良好
的物流系统能够减少无效作业,提高工作效率,卓有成效的降低企业经营成本,更新
整合企业的核心业务流程,提高企业的市场竞争力。

由于烟草商业物流的发展还在起步阶段,目前的管理阶段还只是粗放型管理。在
现在的盈利模式下,卷烟销售带来的高盈利暂时遮蔽了管理上的缺陷,但随着市场的
发展,原材料和劳动成本的不断上涨,烟草企业势必要在物流流通领域下工夫,减少
物流成本,以增强企业理论。如何实现高效的完成卷烟的采购、入库、仓储、呼叫、
分拣、结算、送货等物流环节,提高物流管理水平,降低物流成本是每一个物流管理
者必须面对,并且解决的问题。

本文以现代物流建设规划以供应链管理为核心,对某烟草工业公司的工商一体
化、供销一体化、两烟一体化以及物流管理组织建设、人员保障、物流信息系统进行
全面规划,尝试探索出现代烟草物流的发展方向。

烟草物流因为其特殊性,它的仓储、运输、生产、销售区别于其他欧亿·体育(中国)有限公司,具有很
强的欧亿·体育(中国)有限公司特点。烟草物流属于特殊物流,在仓储和运输过程中,它不但要控温,还要
控湿;在仓储过程中,它需要醇化、加工;在生产过程中,它需要各种辅料和再加工;
在销售过程中,它需要跟踪批次、序号。因此,它的物流模式不能简单照搬其他欧亿·体育(中国)有限公司,
需要有针对性的建设欧亿·体育(中国)有限公司特色物流。

规划从某烟草工业公司现状着手,通过分析业务流程,仓储和运输特点,找出目
前存在的不足。针对这些不足,通过政策因素、社会因素、经济因素、技术因素等外
部环境和管理系统、系统缺陷等内部环境的分析,辅以定性分析和定量分析相结合的
方式,制定出适合某烟草工业公司的规划,并注重规划中的业务关键点和技术关键点
的实现。

规划不仅提出供销一体化、工商一体化和物流信息化的建设,更针对烟机零备件
的物流建设以及各供应商的考核提出新的要求,将整个规划细化到组织架构、协调机
制,使整个物流系统的价值发挥到最大。此外,规划还提出,利用现有物流网络,发
展非烟物流,使业务扩大化,更大程度的利用现有资源创造出更大的价值。

对于整个规划落实,本文给出了详细的十年规划和保障措施,使得规划能够很好
的执行。

Abstract
In the marketization of the economy, internationalization of competition,
diversification of social demand and market integration of the social context, the direction
of modern logistics is moving towards to standardization, informationization, networking,
integration, flexibility, and green development. The development of the industrial logistics
should be in conformance with the trend of international logistics development, quickly
establish the development orientation, change the way of industry development, and
improve the overall competitiveness.
The tobacco industry in the national economy occupies a very important position,
while tobacco logistics determines the development of the tobacco industry. With the
deepening of the reform of the industry market-oriented, and in response to the market
demand speed is increasing, the logistics system in the value chain of tobacco business
services is becoming more and more apparent. A good logistics system can reduce the
ineffective operations, improve the operational efficiency, reduce business costs, optimize
core business processes and enhance the market competitiveness.
Logistics of tobacco industry including procurement, storage, warehousing, call,
sorting, settlement, delivery and other sectors of logistics of cigarettes to achieve space
transfer from factories to retailers. The development time of Tobacco Business Logistics is
not long and still in extensive management model, the high profits of tobacco sales hide the
defects of management. To reduce the logistic costs and improve the level of the logistics
management are the most important problems need to solve by logistic managers.
In this paper, the supply chain management as the core part in the construction of
modern logistics. In the tobacco industry, to conduct a comprehensive planning through the
business and commercial integration, supply and sell integration, and to build the logistics
management organizations, personnel security system, logistics information systems to
explore the development direction of modern tobacco logistic management.II
Tobacco logistics with the strong characteristics of the industry, because of the
particular characteristics, the storage, transportation, production, sales are different from
other industries. Tobacco logistics is a special logistics, both in warehouse and
transportation process need to tightly control the temperature and humidity; while in
storage, it need to ferment, processing; in the production process, it needs a variety of
accessories and reprocessing; in the sales process, it needs to track the batch, serial number.
Therefore, tobacco logistics cannot simply copy the logistics model in other industries;
need to construct a specialty logistics system with the pertinence requires.
The Plan starts from the current status of a tobacco industry company, by analyzing
business processes, warehousing and transportation characteristics, to identify existing
deficiencies. For these deficiencies, through policy factors, social factors, economic factors,
technical factors, external environment and management system, system deficiencies and
other internal environment analysis, supplemented by qualitative analysis and quantitative
analysis of the combination approach, to develop a suitable Tobacco Industry Corporation
planning, and focus on the key points of the business plan and the implementation of the
key technical points.
The plan not only presents the Supply and sells integration, business integration and
the construction of logistics information, and more for the hood spare parts logistics
building and the assessment of each vendor's proposed new requirements will be refined to
the organizational structure of the entire planning and coordination mechanisms, that to
maximize the value of the entire logistics system. In addition, the plan also proposed to use
of existing logistics network and develop a non-tobacco logistics system; to create more
values by expanding the business over the existing resources.
For the implementation of the entire plan, this paper gives a detailed of ten-year plan
and safeguards to make the plan can be a good influence.

1.1 选题背景
我国一共有 13 亿人口,其中烟民有 3.5 亿。全国人均消费量为 8.5 条/年,发达
地区会达到 10 条/年,欠发达地区也在 7.2 条/年以上。烟草工业在我国的国民经济中
占有十分重要的位置,而烟草的物流决定了烟草工业的质量和发展。随着烟草欧亿·体育(中国)有限公司的
工商一体化被打破,各工业公司的竞争越来越激烈,市场的扩大和品牌的创立越来越
依赖于服务质量,其中物流水平更是极大地制约着烟草工业的质量和发展。随着物流
设施和设备的革新,信息技术在物流中的广泛应用,烟草欧亿·体育(中国)有限公司需要制定一套现代物流
策略用以提高工作效率,降低企业经营成本,优化核心业务流程,提升企业市场竞争
力。

烟草的物流业务主要包括有烟叶物流、卷烟生产物流以及卷烟销售物流。具体管
理涉及烟田至烟叶收购站的管理;从烟叶收购站运输至复烤厂的管理;复烤厂至烟厂
的管理;各烟厂到地市配送中心的管理,以及在各烟厂的存储管理等。

根据国家烟草专卖局国烟办综[2010]488 号文件指导思想,为提升欧亿·体育(中国)有限公司现代物流
建设水平,加快现代烟草物流建设,打造具有鲜明欧亿·体育(中国)有限公司特色的物联网,并实现烟草物
流的“不可替代性”;围绕“卷烟上水平”烟草工作基本方针和战略任务,建设面向
未来具有“不可替代性”的现代物流体系。

从烟叶制成到卷烟,再从卷烟仓库销售到终端,其物流环节之多、控制之严,是
