摘要
当前,中国正在大力发展循环经济,倡导建立环境友好型和资源节约型社会,
以缓解资源和环境对社会可持续发展带来的巨大压力。而随着世界经济的飞速发
展,人们生活水平的提升,大量增长的报废汽车和废弃电器电子产品己逐渐成为
困扰全球的问题。工业固体废物、废旧家电处置与综合利用等固体废物治理与资
源化利用问题成为企业和社会关注的焦点。
湖南作为“两型”社会综合改革实验区,围绕“资源节约”和“环境友好”
主题,探索既能利用地方特色优势又能适用全国的发展模式,为此,本文从资源
和环境经济学的角度出发,对报废汽车和废弃电器电子产品资源再利用的可行性
进行分析,重点探讨了 WR公司报废汽车及废弃电器电子产品处理与资源化利用
项目建设的可行性问题。从该项目可行性的角度对项目的市场情况、项目的建设
方案、项目的经济效应、项目的风险因素及规避策略进行了论述,为项目的顺利
实施奠定了基础。
全文共分为六章,论文首先介绍了选题背景、研究意义、国内外发展现状;
其次介绍了项目实施存在的问题及其原因、项目实施的基本情况和条件;然后分
析了市场原材料供应、供求关系和市场竞争情况;随后介绍了项目建设选址与布
局、技术设备和工程建设、配套实施建设、总图布置和公用辅助工程、科研丌发
和工艺设计等;接着介绍了总投资估算和资金筹措、投资成本、社会和经济效益
分析;最后分析冊公司废弃产品处理与资源化利用工程项目建设主要面临的风
险以及应对风险将会采取的措施;论文结尾给出了结论并提出建议。
本文通过分析国内外的报废汽车及废弃电器电子产品处理与资源化利用
现状,指出中国应该要建立报废汽车及废弃电器电子产品处理与资源利用工
程的新模式,丼给企业丨H]类项目的实施提供参考。

Abstract
At present, our country is to develop recycling economy, advocate establish
friendly environment, and a conservation-minded society, in order to ease the great
pressure of the population, resources, environment sustainable with development of
society. But with the rapid development of the world economy, level of ascent in
people' life, the growth of the scrap automobiles and electronics has become a global
problem troubled. Industrial solid waste and waste disposal and home appliance the
comprehensive utilization of solid waste management, resource utilization of
problems become the focus of attention in the enterprise and society.
Hunan, as “Two-Model social comprehensive reform experiment, around the
theme of resources conservation and environmental friendly, trying to explore the
development mode,which both can use local characteristics and advantages for the
national, therefore, this paper, from angle of the population, resources and
environment economics, to analysis recycle the feasibility of waste resources, this
article discusses project feasibility about recycling of scrap automobiles and
electronics in WR company. From the Angle of the project feasibility of the project's
market conditions, project construction project, project economic effect, project risk
factors and avoid strategies were discussed, for the smooth implementation of projects
to lay the foundation.
This paper is divided into six chapters, firstly, introduces the background, topic
significance of selection, the present situation of domestic and foreign development;
Then introduces the problems and reasons, the basic situation and the conditions of
project implementation; And then analyzing the raw material supply of market,
relation between supply and demand, market competition; Then introduces site
selection and distribution of project construction, technology, equipment, and the
engineering construction, the construction of supporting implementation, general
layout arrangement and public aided engineering, scientific development and process
design, etc.; Then introduces the estimate of total investment and financing,
investment cost,benefit analysis of social and economic; At last, analyzing mainly
face risk and measures of Recycling project of scrap automobiles and waste electrical
electronic product in WR company; Ending of this paper, it provided conclusions and
Suggestions.
This article analysis of the currentsituationof domestic and foreign intercept in
scrap automobiles and electronics, pointed out that, our country should build the
project about recycling of scrap automobiles and electronics, and to provide the
reference of the project implementation.
