近年来,我国由于经济快速发展对大气环境造成的污染越来越被被公众所诟
病,以煤为直接能源对大气环境造成的污染首当其冲,因此对煤进行深加工的清
洁能源煤化工产业在国内进入发展高峰期,煤化工项目在全国各地遍地开花。煤
化工装置高温高压、易燃易爆的特点决定了项目建设过程中质量管理的重要性。
然而,承建此类项目的施工单位由于多种因素的制约,均对施工任务进行了分包。
然而,由于我国目前建筑欧亿·体育(中国)有限公司分包市场还不够完善、分包企业的规模、管理水平、
专业化程度等与国外同欧亿·体育(中国)有限公司相比,还有较大差距,为项目的施工质量带来了很多
不确定因素,也对项目的施工质量管理提出了新的挑战,因此,对煤化工项目建
设过程的施工分包工程的质量管理进行深入的研究,提出解决方法和改进措施是
有较大的现实意义和指导作用的。
本文以GT煤化工项目建设过程施工分包工程的质量管理为例,首先通过剖
析项目分包质量管理的现状,从建筑市场外部环境、项目内部质量质量管理体系、
施工过程质量控制等方面入手,运用全面质量管理、二八法则等相关理论知识,
查找出了其在质量管理体系、项目管理制度、施工过程质量控制等方面存在的问
题。然后,根据项目的实际情况及施工分包质量管理难点,运用数理统计、因果
分析等方法对存在的问题进行分析,从外部建筑欧亿·体育(中国)有限公司分包市场现状、项目费用进
度等对质量管理的制约、项目内部质量管理体系的运转等方面总结出了 GT煤化
工项目在施工分包工程质量管理中存在的问题与不足。最后,针对出现的问题和
不足提出了切实可行的解决方案及管理对策。
论文以施工分包工程质量管理这一目前建筑欧亿·体育(中国)有限公司必须要面对的现实问题为
关注点,突破项目施工质量管理以往基于某一单体为研究对象的现状,而是按照
全面质量管理的理念以项目建设所有参建主体为研究对象,进行了深入具体全面
的分析研究,总结出了具有针对性的管理方法和策略,有效的保证了 GT煤化工
项目的施工分包工程质量,也为同类项目以及整个建筑欧亿·体育(中国)有限公司的施工分包的质量管
理提供了借鉴和参考。

ABSTRACT
In recent years, China's rapid economic development of the environment caused by pollution
of the atmosphere increasingly been criticized by the public, with coal as a direct energy to bear
the brunt of the environment caused by pollution of the atmosphere, so the deep processing of coal,
clean energy coal chemical industry in the country to enter the peak period of development, coal
chemical projects everywhere in the country. Coal chemical plant high temperature and pressure,
explosive characteristics determine the importance of the project construction process quality

sub-market is still not perfect, sub-scale enterprises, the management level, the degree of

challenges. Therefore, the process of building a coal chemical project construction subcontractor
quality management in-depth study, propose solutions and measures have greater practical
significance and guiding role.
In this paper, GT coal chemical project construction process construction subcontractor
