摘要

本文以现代的企业管理理论、战略人力资源管理理论为理论基础,通过对中

国银行巴彦淖尔分行的历史沿革、人事制度变化、内外部环境进行分析,结合当

前工作中遇到的问题等,总结出中行巴彦淖尔分行必须进行人力资源改革的观点。

中国银行巴彦淖尔分行通过进行人力资源改革,从而建立起符合当前市场经济要

求的用人、留人、育人的机制,以此来改变中行巴彦淖尔分行现状,获得良好业

绩。

本文从中国银行巴彦淖尔分行的市场发展战略、企业流程再造以及组织结构

变更入手,以中国银行巴彦淖尔分行人力资源改革的实际过程为例,系统阐述了

中行巴彦淖尔分行人力资源改革的目标、任务和意义,阐述了中国银行巴彦淖尔

分行人力资源改革的总体框架、改革目标及主要任务、以及人力资源管理改革方

案的设计及实施过程。这次人力资源改革最根本目的,是继续深化人力资源改革,

进一步实现人力资源战略化管理,特别是对如何进一步规范化职位管理体系,建

立科学的绩效管理体系以及公平合理的薪酬管理体系提出了较为具体的理论依

据、实施原则和解决方法。最后提出了中国银行巴彦淖尔分行人力资源管理改革

实施方案的重点、目标及原则,并就实施中可能出现的问题给出了解决办法。

Abstract

This paper is based on the modern enterprise management theory, strategic human

resource management theory as the theoretical foundation,through to the Chinese bank

process, the analysis of internal and externalenvironment as well as the current

problems that China bank Bayannaoer branch must carry out the reform of human
