预算管理是财政管理的核心，它包括预算收入管理和预算支出
管理两部分。改革开放以来，我国财政管理体制进行了一系列的重大
改革，但改革的重点集中在预算收入方面，预算支出制度仍然沿用计
划经济体制下的国库分散支付制度。随着社会主义市场经济体制的逐
步建立，传统的预算支出体制固有的弊端日益显现出来，已经越来越
不适应新的形势，亟需进行根本性改革，建立与市场经济体制接轨的
预算支出管理模式，即建立有中国特色的国库集中支付制度。

论文围绕建立有中国特色的国库集中支付制度这一主题，分析
当前国库分散支付制度的做法和存在的弊端，借鉴经济合作与发展组
织国家的先进经验，提出了建立中国国库集中支付制度的若干设想。

基于上述思路，全文由四章构成。

第一章，我国现行国库支付制度及存在的问题，这是本文的出
发点。首先介绍了我国长期以来实行的是国库分散支付结算和资金清
算制度的主要做法，在此基础上分析了这种制度的主要特征及存在的
弊端，并指出在当前市场经济条件下，建立高效的国库支付制度是健
全财政职能的一个重要前提。

第二章，经合组织国家国库支付制度及借鉴。借鉴成熟的市场
经济国家在政府资金管理方面的先进经验，对于健全中国的国库职
能，完善预算支出管理体制，防范和化解政府资金的风险具有极其重
要的意义。本章主要介绍了经合组织国家在财政资金支付管理方面的
基本原则和主要做法，这为建立中国国库集中支付制度提供了重要的
经验依据。

第三章，我国国库集中支付制度改革设想，这是本文的核心。

针对我国现行国库支付制度存在的问题，借鉴国外发达国家的经验，
根据我国财政资金的特点及不同用途，提出我国国库支，f寸可以分炎集
中性支付、工资性支付、零星支付等三类不同的支付方式，并论述了
国库资金清算制度的改革思路。

第四章，国库集中支付制度的配套改革。国库支付制度改革是
一项系统工程，涉及面广，工程量大。这一章固绕国库集中支l寸铋度
的改革，对集中支付机构的设置、部门职责的调整、支付信息系统的
建立等需要进行的配套改革进行了研究。

ABSTRACT
Budget management is the core of the treasury management
and it includes the management of budgetary revenue and
expenditure．Since the implementation of the reform and opening
policy’the system of treasury management in our country has
undergone a series of reform, but the emphasis of the reform
focuses on the aspect of budgetary revenue and the system of
budgetary expenditure still adopts the system of decentralized
treasury payment which belongs to the planning system．With the
establishment of the Socialist Market Economy System,the internal
disadvantages ofthe traditional budgetary payment system comes up．
The traditional system calls for fundamental reform to adapt to the
new situation．It is urgent to set up the Treasury Single Account
System with Chinese characteristics，the model ofbudgetary payment
management which adapts to the Market Economy System．
Around the topic of the establishment of the Treasury Single
Account System,the thesis analyzes the disadvantages of the current
system of decentralized treasury payment and presents several
assumptions of establishment of Chinese Treasury Single Account
System through drawing the experience ofOECD countries．

system．After this，it points out that it is important prerequisite of a

Charter 2．Treasury payment system of OECD countr i es．It
is crucial for sound treasury function,perfect system of budgetary
payment and safe government capital to draw on the experience of
the management of government capital in developed market economy
countries．This charter introduces the basic principle and main
practice of treasury payment management in OECD countries，as
provides the experience of establishment of the Treasury Single
Account System in our country．
Charter 3．The assumpt i on of the reform of the
Treasury Si ng I e Account System i n our country．This
charter discusses the characteristics of the treasury capital in Our
COunlTy,points out the problems of current treasury payment system
in Our country and introduces the experience ofthat ofthe developed
countries．On the ground of above expound,it points out three ways
of the treasury payment in Our country,centralized payment，wage
payment and fragmentary payment,and discusses the thought of the
reform oftreasury payment．

is a systematic project．This charter discusses the necessary
conditions for the establishment of Treasury Single Account System，
such as the installment of centralized payment organization,the
adjustment of department function,the establishment of payment

改革开放以来，我国经济快速增长，人均国民生产总值大幅
度增加，从1980年的460元迅速增加到1998年的6370元。从理
论上和世界各国的经验来看，财政支出规模应随着经济的增长而
不断扩大。但我国的财政支出占国民生产总值的比重却逐年下降，
从1980年的27．2％急剧下降为1998年的12．3％．过低的财政支出，
严重削弱了财政的基本职能。因此，从长远来看，必须振兴国家
财政，采取有效措施提高财政支出比率，但从当前的实际情况来
看，财政支出总量的增加受制于社会体制改革的诸多因素的制约，
只能通过提高财政支出效率来弥补财政支出的不足。建立国库集
中支付制度可以有效提高财政支出效率，正是基于这一点，我们
应该不失时机地改革现行国库支付制度。

完善的国库管理是政府执行预算的核心工具。国库的各项职
能对预算的顺利执行至关重要，它不仅仅是规定政府支付程序、
资金清算、支出监督、债务管理等，完善的国库管理还是制定和
调整财政政策的基础，也是加强财政约束、以较低成本提供政府
服务的关键所在．
长期以来，各级政府和财政部门一直非常关注财政管理体制
改革，但重点一直局限于财政收入分配体制改革。作为财政管理
体制重要组成部分的财政支出管理体制，尤其是国库支付体制改
革没有提上议事日程，仍然沿用计划经济体制下的国库分散支付
制度，即将预算确定的各部门年度支出总额，按期拨付到各部门
在银行开立帐户，由其自行支配使用．这种支付制度脱离了财政
监督，降低了财政资金的使用效益，严重削弱了财政职能，对日
益困难的国家财政无疑是雪上加霜。尤其是在中央提出建立社会
主义市场经济体制后，改革现行的国库支付制度显得尤为迫切。

因_【}￡．当前财政管理体制改革的重点应是建立有中国特色约、与
市场经济体制相适应的国库集中支付制度。

论文紧密围绕建立国库集中支付翩度这一主题，采用理论与
实践相结合的分析方法，从介绍当前国库分散支付制度的做法出
发，分析了这种制度存在的主要弊端，在充分借鉴经济合作与发
展组织国家的先进经验的基础上，提出了建立中国国库集中支付
制度的若干设想，以及需要进行的配套改革。

对于财政管理体翩改革来说，国库支付制度改革是一项重要
的内容，也是一项全新的课题。按照现行法律规定，中央银行的
职责之一是经理国库。因此，在写作论文前，先后赴财政部预算
司、中国人民银行国库司及其他有关部门进行了充分的调研，并
与参加国际货币基金组织提供的技术援助项目“中国国库单一帐
户的建立”的研究人员进行座谈，同时对世界银行的分析报告。改
革中国的国库管理”进行了深入研究，充分吸取了其中的合理化
建议，提出了我国国库支付制度改革的方向。

“路漫浸其修远兮”。国库支付制度改革是一场革命，经合
组织国家称之为“财政革命”，在改革过程中将遇到来自各方面
的阻力，决定了它不可能一蹴而就。因此，必须按照积极稳妥的
原则，先在一些部门和地区进彳亍试点。在此基础上，不断总结和
完善改革方案，待条件成熟时，再逐步推广。
