近年来,面临全球经济形势的不断变化,竞争愈加激烈,炼化公司如何对下属企业
进行管理控制,如何进行权力与资源分配,实现公司整体利益最大化,已成为公司发展
的核心问题。
本文通过对YC集团炼化公司对所属单位的管控现状的深入调研,运用科学的分析
工具对其进行全面分析,归纳出目前公司管控中所存在的一些问题,并对产生这些问题
的原因进行了深入剖析。基于上述分析,笔者结合自己在YC集团炼化公司长期以来的
工作经验,提出了构建与公司发展战略相匹配的新型管控体系。在新型管控体系构建方
案设计中,笔者首先确定了管控体系的设计原则与设计思路,然后对公司战略体系进行
梳理,利用层次分析法,针对目前管控中所存在的问题,确定适合公司发展的管控模式,
以及对组织结构进行调整和对公司与下属单位之间的权责进行划分,共同构建适合炼化
公司发展的管控体系。
通过对炼化公司管控现状进行综合分析,深入分析问题产生的根源,并设计出具有
针对性的管控体系优化方案,对下属各单位进行有效管控,整合公司内部各种资源,各
个方面协同发展,从而保证公司战略目标的有效达成。

increasingly fierce competition, it has been an important problem how YC
refining and Petrochemical company how to manage and control of the
subordinate enterprises, how to carry on the power and resource allocation, so as
to realize the overall interests of the frontal maximization has become the core
issue of enterprise development.
This article through to YC refining and Petrochemical company on the
investigation the status of management and control, using the analysis tool of
scientific comprehensive analysis on the condition of management and control,
summarizing some problems of management and control of this company, and
the causes of these problems are analyzed. Based on the above analysis, the
author ultimately design an optimum proposal for management and control
which matching the strategy, combining more years of practical work in the
company. In this article, the author firstly determined the design principles and
design ideas of the control system, and then undertake the strategy carding, as
well as make use of AHP to determine the suitable control model, and to adjust
the organizational structure and the division of responsibilities between the
company and the subordinate units, jointly build for company development
management system, aiming at solving the control problems in the development
of the company.
This article through undertaking integration analysis of the current situation
of the management control at YC refining and Petrochemical company. It is set
with respect to the existing problems, in-depth analysis of the root causes of
problems, as well as design the control system optimization scheme, enhancing
the ability of the management and administrative for its subsidiaries, integrate
highly the internal resources. All sides are collaborative development, so as to
corporate strategy come true.
