对中国而言,国际工程总承包是从改革开放以后才发展起来的,三十年来历经了
从无到有、从小到大的成长历程,时至今日随着国家发展战略的调整,大大小小的国
际工程总承包项目已成为“走出去”战略的主要形式之一,大力推进了国民经济的发
展和扩大了对外开放的范围。随着经济全球化的发展,中国对外总承包工程进一步发
展是有稳定的基础和巨大的潜力的,但同时也要看到国际竞争越来越激烈。在此形势
下,为了进一步追赶国际承包工程市场的发展潮流,继续扩大业务规模,中国企业就
需要抓住机遇,提高管理水平,改善发展质量,调动一切可以调动的资源,科学选择
合作伙伴。
本文围绕着国际工程总承包项目,研究了如何科学选择物流合作伙伴,以便项目
物流有效运行,控制项目成本,保证项目进度。本文首先在绪论中介绍了研究背景及
意义,并对相关研究进展进行了综述,在第二章阐述了相关的理论,包括国际工程总
承包项目及其物流的特点,供应商的选择方法和物流合作伙伴梳理,进而在第三章对
物流合作伙伴的选择原则、考量因素、评价步骤进行了论述,然后在此基础上针对国
际工程总承包项目物流合作伙伴选择和评价建立了指标体系和确定了选择方法,构建
了选择模型,最后用实例进行验证,总结了全文。
本文的主要创新点是建立了针对国际工程总承包项目物流合作伙伴选择和评价
的指标体系,其特点是所有细化指标都是可以量化的,且与实际评标过程相呼应。

Abstract
For China, after the Reform and Opening up, International general contracting
Projects began to grow. In 30 years of duration, it experienced starting from scratch and
growing from small to large. Today, accompanied by the adjustments of National
Development Strategy, various scaled International General Contracting Projects become
one of the major forms to go out of the country and significantly boost the development of
national economy and expand the scope of opening up to the outside world. With the
developments of economic globalization, the further development of China foreign
contracted projects has stable foundation and tremendous potentials, but the existence of
increasingly fierce international competition cannot be ignored. Under this particular
circumstance, in order to catch up with the development trend of international general
contracting project market and expand the business scales, Chinese enterprises need to
seize opportunities, enhance management level, improve the quality of development,
mobilize all the available resources, and select partners scientifically.
Aimed at the International general contracting project, this paper has studied how to
select the logistics partner scientifically in order to make the project logistics efficient,
control the project cost intensively and ensure the schedule of the project. Firstly, the
author introduced the background and significance in the first chapter, together with related
research was reviewed. In the second chapter, the related theory was elaborated,including
characteristics of the international general contracting project,project logistics, the
selection method of suppliers and logistics supplier resources. In the third chapter, the
author analyzed the selection principle against the logistics partner, consideration factors
and evaluation steps. Then, based on the studies above, and against the logistics partner
selection and evaluation, the author built the index system, set the selection method and
constructed the selection model. In the last part of this paper, an actual example was given
as proof and the full work has been summarized.
The main innovation of this paper is the index system against the logistics partner
selection and evaluation for the International general contracting project. The character of
this system is that all the detail indexes can be quantified and work in the actual bid
evaluation.
