摘 要
数字化城市管理是信息时代的产物，是现代城市公共管理的新模式，带来了城市管
理的组织、方式、技术等方面的全面革新，从某种意义上讲，是城市管理制度、机制、
体制的创新，对政府管理城市提供了重要的指导方向。临沂市是全国数字化城市管理工
作第三批试点城市，也是全国革命老区中第一个推行数字化城市管理的城市，研究临沂
的数字化城市管理工作具有重大而深远的意义
本文从临沂市数字化城市管理的体制机制、管理制度建设、系统运行等方面，对临
沂市数字化城市管理的模式架构现状进行了系统研究，结合临沂市 2012 年下半年推行
数字化城市管理的运行现状及问卷调查结果，认为目前临沂市数字化城市管理中存在城
市管理体制、运行机制不顺畅，政府管理缺位，管理体系不健全，投入不够，市民认知
程度低等问题，并据此提出了进一步优化数字化城市管理发展环境，理顺城市管理体制、
机制，合理配置组织职能，加强队伍建设，全力推进“大城管”建设等完善临沂市数字
化城市管理的对策。本文研究结论对进一步推动临沂数字化城市管理工作健康发展具有
一定的指导意义，对全国其它城市数字化城市模式的运用也有一定的借鉴价值

ABSTRACT
Digital urban management is the product of information age and the new mode of
modern urban public management.It brings the innovation of urban management of
organization, and the technology of comprehensive.In a sense, digital urban management is
the innovation of urban management system, mechanism and system, it provides an
important guidance forthe city government management . Linyi is the third batch of pilot
cities of the national digital city management,it is also the old revolutionary base areas in the
first city to introduce digital urban management, the research of digital city management of
linyi has an important and far-reaching significance.
In this paper,from linyi city mechanism of digital city management system, management
system construction, system operation, the linyi digital urban management mode structure
present situation has carried on the system research, combination of linyi city in the second
half of 2012 digital urban management status and the result of questionnaire survey, that
currently exist in the digital city management of linyi city management system and operation
mechanism is not smooth, the absence of government management, management system is
not sound, not enough, the people cognitive degree is low, and put forward the more
optimized development environment of digital urban management, urban management system
and mechanism, the rational allocation of organization function, strengthen the team
construction, to promote chengguan construction perfect of linyi digital management
countermeasures. This article research conclusion to further promote the healthy development
of linyi city digital management has certain guidance meaning, to other cities in China the use

1 绪论
1.1 研究背景及意义
人类社会发展到今天，城市日益成为一定区域范围的经济、政治、文化的集合中心，
城市在经济发展和人类社会进步过程中发挥着日益重要的作用，建设好一座城市并成功
的管理好这座城市是每个城市政府的重要职责之一。我国实行改革开放政策以来，城市
的建设和发展取得了举世瞩目的成就，城市面貌日新月异，变化巨大，特别是随着我国
城镇化战略的实施，城市建设步伐得到进一步加快，城市规模不断扩大，人口急剧增加，
全国各地涌现出了一大批新兴城市。然而，随之而来的各类“城市病”也日渐显现，我
国现行的城市管理体制机制面临着前所未有的巨大冲击，城市管理模式变革被提到了政
府的重要议事日程
城市信息化和数字技术的发展，为城市管理创新提供了前提和基础。早在 1993 年 9
月，美国总统克林顿就提出了建设“国家信息基础设施计划”，而后又连续两次提出了
“全球电子商务发展纲要”。1998 年 1 月，美国副总统戈尔又提出了“数字地球”的概
念，进一步推动了“数字化”和“智能化”的发展，为数字城市、城市的数字化管理打
下了坚实的基础。2004 年，北京市东城区率先创立并实现了数字化城市管理“新模式”，
数字化城市管理模式得到运用于我国城市管理实践，取得了成功，有力地推动了我国数
字化城市管理的建设与发展。随后，建设部相继在全国 200 多个城市推广应用数字化城
市管理模式，并日益成为我国城市管理的发展新方向
临沂市是全国数字化城市管理第三批试点城市，也是全国革命老区中第一个推行数
字化城市管理的城市。2010 年 3 月 31 日，临沂市被国家建设部授予全国革命老区第 1
个、省内第 3 个、全国第 30 个“数字化城市管理试点城市”，临沂的城市管理迈入了“数
字时代”，有力地促进了城市经济社会又好又快发展。目前，临沂市已相继在全市 7 个
县区推广应用数字化城市管理系统，覆盖总面积达 130 平方公里，初步构建了数字化城
市管理格局。通过对临沂市运用数字化城市管理模式架构情况的研究可以更全面的了解
数字化城市管理工作的现状，对进一步推动临沂数字化城市管理工作健康发展具有重要
指导意义，也有利于对全国其它城市数字化城市模式的运用提供借鉴指导
1.2 国内外研究现状
1.2.1 国外研究数字化城市管理现状
国外学者在数字化城市管理领域的研究主要集中在三个方面
（1）如何运用数字化手段有效管理城市。米西尔巴克斯认为，一般意义上讲，
数字治理是在电子技术的支持下，整个社会运行和组织的形式，具体来说就是政府与市
