最近几年,高等学校越来越重视战略管理,研究战略管理的主要目的是如何
使高等学校在变化的环境中能够获得稳定可持续的发展的机会创造条件,使学校
保持着可持续的竞争力。高等学校要想在日益竞争的环境下争得一席之地,不仅
要面对内部环境的诸多变化,而且更多的要面对国际化、市场化的外部环境。如
何抓住契机进行战略转移和变革,如何围绕学校的总体发展目标,从变化的外部
环境中重新审视自己的不足,进一步进行战略定位,重新确立学校的长期可持续
发展方向。这是战略管理研究的重要课题。
南京理工大学常熟研究院坚持“整合资源、突出特色、服务地方、携手共赢”
的发展理念,全面致力于新兴产业培育发展、传统产业提升改造,力争通过3年
左右时间建设,成为学校与常熟市政产学研合作的重要创新载体,区域科技创新
和高层次人才培养的重要基地,高新技术成果推广转化和产业化的重要阵地,以
及产业技术创新的公共服务平台,为江苏区域创新体系和常熟创新型经济建设作
贡献。南京理工大学常熟研究院根据地区产业特色和战略性新兴产业发展趋势,
结合自身的优势,提出“3311”总体发展战略。“3311”总体发发展战略的主要
内容是:建立高端装备设计制造技术研发中心、汽车技术研发中心和无线传感组
网与安全防护技术研发中心三个产业技术研发中心;建立软件评测中心、知识产
权咨询服务中心和科技查新服务中心三个公共服务中心;建设一个技术转移中
心;建设一个南京理工大学技术转移中心常熟分中心;建立一个高层次人才培养
基地,常熟市智领科教培训中心。本文主要对南京理工大学常熟研究院产学研基
地发展战略研究进行战略评价研究。
首先,本文界定了战略管理的基本概念,阐述了战略管理的基本理论,回
顾和梳理了国内外战略管理相关理论和文献,从理论上分析和论证了战略管理对
研究院的重要性。为下文具体研究提供理论支持。
其次,对南京理工大学常熟研究院目前发展现状进行阐述,对学院提出的
“3311”发展战略进行宏观分析、本欧亿·体育(中国)有限公司“波特五力模型分析”、高校内外SWOT
分析,从理论和实践上得出战略规划和战略实施脱节对整个战略成果的影响,得
出高校在制定战略时要从战略管理的高度来认识和处理这一问题。战略管理将战
略的制定、实施、评价和控制看成一个完整的过程来加以管理,以提高这一过程
的有效性和效率。随后重点阐述常熟研究院“3311”发展战略的战略管理,如
何从战略规划、战略实施和战略评价等环节进行加以管理,使战略规划转化为现
实绩效。同时分析了南京理工大学常熟研究院产学研基地发展战略中战略管理存
在的问题。
最后,本文对南京理工大学常熟研究院产学研基地战略管理提出可行性建
议,并得出本文的研究结论。相信南京理工大学常熟研究院会站在战略管理的高
度,将战略规划、战略实施、战略评估有机地结合起来,切实起到推动学校发展
的作用。

Abstract
In recent years,institutions of universities pay more and more attention to strategic
management. The main purpose of the research of strategic management is how to make
the institutions of universities can achieve stable and sustainable development of the
opportunity to create conditions to make schools maintained 狂 sustainable
competitiveness in a changing environment. If institutions of universities would like to
compete in an increasingly competitive environment, they not only face to the changes
of internal environment, but also those internationalized and market external
environment. How to seize the opportunity of a shift in strategy and change, how to
circle school overall development goal,re-examine their own shortage from the change
of external environment ,further carries on the strategic orientation and establish
long-term sustainable development direction of the school.
Changshu Institute of Nanjing University of Science and Technology adhere to the
integration of resources, highlight the characteristics, service local industries, hand in
hand and win-win development philosophy, fully committed to the development of the
emerging industries, the traditional industry upgrade, strive for over 3 years time,will
become an important innovation school and Changshu municipal
industry-university-institute cooperation carrier, regional science and technology
innovation and high-level personnel training important base, high and new technology
achievements transformation and industrialization of important positions,and the
industry technology innovation public service platform, for the regional innovation
system, and Changshu, Jiangsu innovative economic development to contribute.
Changshu Institute of NJUST according to the regional industry characteristics and
strategic emerging industry development trends, combined with their own advantages,
’&39;3311 overall development strategy is put forward. Construction of three industrial
technology research and development centers include the design and manufacture
high-end equipment technology research and development center, technology research
and development center, and wireless sensor network and security protection technology
research and development center three industrial technology research and development
center. Three public service platform construction including software evaluation center,
intellectual property consulting service center, science and technology novelty search
service center three public service center. Build a technology transfer center building a
technology transfer center of Changshu Institute of Technology of Nanjing Branch.
Build in a talent training base construction of a high-level talents training base,
Changshu Intelligence Science and Education Training center. This article mainly
studies the Changshu Institute of NJUST production base development strategy research
in strategy evaluation research.
First of all, This paper defines the basic concepts of strategic management,
expounds the basic theory of strategic management, reviews and combs the domestic
and foreign related theory and strategic management literature, theoretical analysis and
demonstrates the strategic management of the importance of the research Provides
theoretical support for the following specific research.
Secondly,this paper elaborates the current development status of the 3311
development strategy put forward by the institute of macro analysis, Potter five model
analysis in the industry, colleges and universities inside and outside the SWOT analysis,
from theory and practice disconnected it strategic planning and strategy implementation
of the strategic results, the influence of draw when making strategy of colleges and
universities from the height of the strategic management to recognize and deal with this
problem. Strategic management strategy formulation, implementation, evaluation and
control process to manage as a whole, in order to improve the effectiveness and
efficiency of this process. Then it focused on changshu institute of 3311 development
strategy,strategic management, from strategy planning, strategy implementation and
strategy evaluation link to manage it, to make strategic planning into the reality of
performance. Changshu Institute of NJUST is analyzed and production base
development strategy in the strategic management problems.
Finally,this paper studies and puts forward feasible Suggestions by Changshu
Institute of Nanjing University of Science and Technology base of strategic management
of production, and draws a research conclusion. I believe Nanjing University of Science
and Technology of Changshu Institute will stand in the height of the strategic
management, strategic planning, strategy implementation, strategy evaluation
organically, to play a role to promote the development of the school.

一、研究背景
目前我国高校将产学研结合的一体化战略已成为一种趋势,高校将研究成果
转化到企业,促进转化为生产力,通过市场形式进一步转化为资本,科技成果与
市场结合的资本,又被投入到高校科研,实现高校资本的积累,进一步增加高校
的实力。但是高校的管理体制,一部分是按照事业性的管理体制,一部分又要按
企业运作管理体制进行,这就要求高校的原有管理体制进行改革,如何围绕学校
的总体发展目标,从变化的外部环境中重新审视自己的不足,进一步进行战略定
位,重新确立学校的长期可持续发展方向
