企业铁路自备车是石化企业原材料、产品铁路运输的重要运输工具,其涉及
管理、运行、检维修、资证办理等多个要素。本文结合兰州石化公司铁路自备车
管理实际,对管理中存在的产能与运能不匹配、车辆周转率低、车辆停时费高、
外送检修不受控等问题,从铁路自备车管理流程出发,运用流程再造理论方法及
工具,对兰州石化公司自备车管理进行全要素分析。在实证分析、现场调查、实
际论证的基础上,提出了兰州石化公司铁路自备车管理优化方案和实施保障。为
解决自备车管理瓶颈提出了有效的办法,为中石油铁路自备车管理新模式探索提
供了实践支持

ABSTRACT
ROTV ( Railway Owned Tank Vehicle ) refers to a important transportation for
petrochemical industries to transport raw materials and goods on railway, involved various
elements such as administration、operation、examination、maintenance、certification etc. The
essay combines with actual situations of the Lan Zhou Petrochemical Industry to make a analysis
about its comprehensive factors of managing ROTV, which is based on the regulating procedures
and exploits the theory about BPR(Business Process Reengineering),and aims to handle
problems in terms of mismatching between outputs capacities and transport capacities, decrease
the circulating frequency of vehicles, time-consumed parking and fail behind in efforts to control
the repaired car in other factories etc. Relying on analysing objective evidences, on-the spots
investigations and actual demonstrations, I propose appropriate projections and assurances
solutions that make efforts to tackle the key problem to manage ROTV in the Lan Zhou
Petrochemical Industry, and supply practical supports to explore new patterns about ROTV
regulation of the China Petrochemical Industry as well.
