摘要
面临全球经济的一体化趋势,世界各国企业都必须应对越来越激烈的国内外竞
争。为了在全球化市场竞争与协作中取得并保持领先优势,许多企业都在积极探索如
何改善和提高组织和个人绩效的途径和方法。

总部位于加拿大蒙特利尔的 B 公司是一家全球性的交通运输设备制造商,在世界
上 25 个国家拥有 76 个生产与研发基地,其商务支线飞机和轨道交通运输设备欧亿·体育(中国)有限公司全
球领先。根据该公司的人才理念,“我们的 66,000 多名员工是我们获得成功的驱动
力。我们为员工提供专业培训和个人发展支持,并为我们的共同成功尽最大的努力”。

因此,基于企业的整体战略和相应的人才战略,公司针对员工绩效管理活动不断进行
发展和创新,设计、建立和实施一套科学化的绩效管理系统,是其人力资源管理中至
为关键的一环。

本文以 B 公司绩效管理实践为研究案例,对该公司绩效管理的内外部环境、实
施现状和近年来所存在的问题进行挖掘和剖析,对其以人才发展为导向的新型绩效管
理系统设计和绩效管理实施流程进行阐述和介绍,对其特点和优势进行了分析和评
价,对其实施过程中的不足进行了总结。本文作者希望通过该案例分析,寻找出建立
有效的企业绩效管理系统所适用的一般规律,为有类似绩效管理困惑的企业提供借
鉴,给相关管理者以思考和启示。

Abstract
With the integration of the global economy, more and more domestic and foreign
companies around the world have to deal with the increasingly fierce competition. In order
to obtain and maintain a leading role in the global market competition and collaboration,
many companies are actively exploring ways and means of how to enhance the
performance management of organizations and individuals.
Company B, headquartered in Montreal Canada, is a global transportation company with
76 production and engineering sites in 25 countries, and a worldwide network of service
centers. It operates two industry-leading businesses in the area of Aerospace and Rail
Transportation. As per the Company, “Our 66,000-plus employees drive our success.
Together, we develop game-changing technologies and ingenious products. Together, we
create more sustainable ways of getting people and materials where they need to go.”
Based on the overall business strategy and talent strategy, the Company keeps on
developing and improving its performance management activities. An effective
performance management system is a key to Human Resource management.
The author has a case study on Company B’s performance management system, trying to
make an analysis on the background and the implementation of the performance
management activities in recent years. The author introduces the process of the new
performance management system, and summarizes its characteristics, advantages and
shortcomings. The purpose of this thesis is to help similar enterprises to find solutions on
how to establish an effective performance system, as well as on how to improve its talent
management.
