摘要
随着我国经济社会的飞速发展,政府职能的不断转变,公务员激励机制也必须创
新完善,才能适应新形势的要求。在现阶段,如何不断增强公务员的工作责任心、提
高工作积极性、提升使命感,是打造服务型政府、建设和谐社会的需要;尤其是国家
规范津补贴政策的实行,在公务员队伍里产生了极大的反响,对现行公务员激励机制
提出了挑战。因此,在这样的背景下,研究完善公务员激励机制有一定的理论意义。

本文分为五个部分:第一部分,绪论,介绍选题背景及意义,并说明了论文研究
方法;第二部分,公务员激励机制的相关理论分析,包括公务员概念、激励机制定义
及相关理论介绍,以及政策依据,做好理论铺垫;第三部分,从规范津补贴政策出台
的背景着手,分析了规范津补贴政策的成因、意义及作用;第四部分,介绍了 C省人
社厅概括,并用实际调查分析案例,具体分析了人社厅公务员激励机制的现状;第五
部分,在详细分析规范津补贴政策对公务员激励的消极影响和积极影响的基础上,提
出了针对性的改进对策和措施,主要包括:完善津补贴制度,探索工资晋升机制;创
新福利激励,强化精神激励;特别是制度激励方面,强调了职务晋升、完善考核、加
强监督、注重职业规划等;最后提出了完善行政文化建设。

Abstract
With the rapid development of the economy, the role of the government has witnessed
many changes. Under this background, the motivation mechanism for civil servants calls for
reform so as to meet the new demands of the society. It is of great significance to enhance
the sense of responsibility and work efficiency of civil servants, especially at a time when
China is implementing a civil servant pay reform. Therefore, this study aims to provide some
suggestions on how to improve the motivation mechanism for civil servants based on a case
study of C province human resources and social security bureau. '
This paper includes five chapters. The fist chapter introduces the background of this
study and its research methodology. The second chapter talks about the theories of
motivation mechanism and compares their differences. The third chapter analyzes the
reasons and influences of the civil servant pay reform. The fourth chapter presents an
investigation of the current motivation mechanism of C province human resources and social
security bureau. The fifth chapter offers suggestions on how to improve the motivation
mechanism based on a detailed analysis of the positive and negative influences of the pay
reform.
