Appendix 5.A
User Responsibility Problem

Problem: My user sponsor doesn’t attend my meetings, doesn’t answer my voice mail and doesn’t respond to my e-mail and will not validate the materials given to him. What do I do?

Answer: Document in your status report (that goes to the sponsor, among others) the issue of delay because of no response to a specific question. Ask the sponsor’s secretary for a 45-minute meeting. The topic of the meeting (because the secretary needs to specify the reason for the meeting) is issues and problems with the project. At the meeting be direct. Make it clear to the sponsor that you will never waste his time but that his lack of responsiveness will mean that certain project activities (tell him which ones) cannot and will not even begin. This means that the project will be delayed by, at least the time it will take for this response. His suggestion that an underling (with little knowledge and practically no authority) be acceptable in his place can be addressed with questions about the appointee’s authority to make decisions. If the underling lacks the authority to make decisions or if the decisions are likely to be overridden, explain again what it will do to the schedule and expenditures.

Appendix 5.B
User Validation Template

The users will be testing the system and based on their experiences, the project will be considered either a success or a failure. Users need a Validation Template against which to compare and judge. Without a framework, the testing and validation have no structure. A Validation Template is not to the same as a Test Case or Expected Test Result. Test cases and expected test results pertain to specific test runs, whereas the Validation Template is an overall assessment of the usefulness and validity of the system. The following template has sample responses.
