道路充满了各种挑战，而近年来经济形势的下滑、新冠疫情的影响网络金融的崛起， 又无疑增加了商业银行发展的压力。要想在复杂的环境中得以生存和永续发展，商业银 行就必须重视作为银行主要经营载体的经营行的发展和壮大。经营行作为商业银行最基 础的窗口部门，在商业银行中占据重要地位，经营行发展的好坏在很大程度上直接影响 一 着商业银行的兴衰。而个经营行发展的好坏又与经营行行长的自身能力素质和管理水 平有着密不可分的联系。QS银行作为地方性商业银行，与其他国有金融机构相比，存 、 在自身盘子小、客户群体少、公众认可度低发展质效不高等问题，要想解决这些问题， “” 一一 就必须依靠身在第战场的经营行和支专业能力强、综合素质高的经营行行长队 。，S 伍，打牢发展根基，实现稳健经营但目前Q银行经营行行长队伍普遍存在选拔机 、 制不合理、绩效管理不到位、员工培训不积极人才评价不全面等问题，经营行行长自 身所具备的能力素质无法满足经营行成长发展的需要，因此，十分有必要构建QS银行 经营行行长胜任力模型来加以提升。 本文结合QS银行经营行行长岗位职责及工作实际，通过对与经营行行长存在直接 隶属关系的人员的访谈，归纳总结出经营行行长在工作中面临的困难以及自身存在的问 一二一 ：；三 题是缺乏有力的政策支持是人才选拔缺乏统标准；是绩效管理多以业绩论 、 英雄，具有局限性；四是对培训的重视度不高针对性不强；五是缺少全面有效的评价 体系等。问题出现的主要原因在于QS银行对经营行行长队伍建设的重要性认识不足， 。 缺乏对经营行行长内在能力素质提升的长远规划和积极落地为解决以上问题，本文采 、 用文献研宄法行为事件访谈法提萐银行经营行行长胜任力因子；又从三个维度选 取与经营行行长有直接关联的人员，邀请他们参与到问卷调查中，共同验证胜任力因子 。， 的准确性通过德尔菲法，组织行内专家小组对胜任力因子进行反复验证最终构建了 QS银行经营行行长的胜任模型，并从专业胜任力、通用胜任力、核心胜任力三个维度 。、 对１６项胜任力因子作了定义和分级该模型建立后，应用在经营行行长的人才选拔 绩效管理、员工培训、人才评价四个领域，有助于为QS银行经营行行长的选拔建立统 一 一 ， 标准，更好地实现人岗匹配；有助于进步完善绩效管理模式提升绩效管理效能；
