近年来，我国提出进一步加快对外金融开放步伐，在 2020年的《政府工作
报告》中指出要“以开放促改革促发展”。云南省作为我国具有超长边境线的省
份，跨境农业在不断发展，伴随着支持跨境农业的金融服务也在逐步完善。云南
省在跨境农业的金融支持发展方面夯实了一定的基础，特别是在金融机构及银行
业方面进行的跨境农业金融支持方面、政府层面等为云南省的跨境农业金融支持
做出了重大努力。然而，其中仍然面临一定的风险，如何提高云南省跨境农业金
融服务水平，有效防范农业金融支持的风险的方法与手段，尝试为企业开展跨境
农业贸易提供便利服务，促进我国“一带一路”倡议实施，是摆在我国以及云南
省金融机构，特别是商业银行面前的重要课题。
本文将对云南省跨境农业金融支持的风险问题进行研究，重点分析云南省跨
境农业金融的相关政策，探讨该政策指引下云南省跨境农业金融支持发展过程中
新的风险表现形式，主要有信用风险、政策风险、汇率风险、经营风险、操作风
险、自然风险、经济风险等，构建风险评价指标体系。并进一步根据层次分析法
和和模糊综合评价法，确定该项目的风险等级，根据评价结果云南省跨境农业金
融支持风险处于中等风险，进而针对评价得出结论。借鉴国外跨境农业金融支持
风险控制的经验，并以云南省对越南跨境农业金融支持风险防控进行案例分析，
最后提出云南省跨境农业金融支持的风险防控建议，特别是金融机构层面，加强
金融机构加强与国内外金融机构合作，鼓励金融机构资金投入，促进金融机构积
极探索全新合作模式，与国外金融监管机构、国外专业金融机构合作交流，借鉴
法律规定的监督约束内容，同时确定合理的金融投资政策。

In recent years, China has proposed to further accelerate the pace of financial
opening to the outside world. In the 2020 Government Work Report, it was pointed
out that we should "promote reform and development through opening up". Yunnan
Province, as a province with a super long border in China, cross-border agriculture is
constantly developing, and financial services supporting cross-border agriculture are
also gradually improving. Yunnan Province has laid a solid foundation for the
development ofcross-border agriculturalfinancialsupport, especiallyfor the
cross-border agricultural financial supportof financial institutions and banking
industry, and the government level, which has made great efforts for the cross-border
agricultural financial support of Yunnan Province. However, there are still some risks.
How to improve the level of cross-border agricultural financial services in Yunnan
Province, effectively prevent the risk of agricultural financial support, try to provide
convenient services for enterprises to carry out cross-border agricultural trade, and
promote the implementation of China's "the Belt and Road" initiative are important
issues for financial institutions in China and Yunnan Province, especially commercial
banks.
This paper will study the risk of cross-border agricultural financial support in
Yunnan Province,focus onthe analysisof relevant policiesof cross-border
agricultural finance in Yunnan Province, and discuss the new forms of risk expression
in the development process of cross-border agricultural financial support in Yunnan
Province under the guidance of this policy, mainly including credit risk, policy risk,
exchange rate risk, operational risk, operational risk, natural risk, economic risk, etc.,
to build a risk evaluation index system. Further, the risk level of the project is
determined according to the analytic hierarchy process and fuzzy comprehensive
evaluation method. According to the evaluation results, the risk of cross-border
agricultural financial support in Yunnan Province is in the medium level, and then
draw conclusions for the evaluation. Using the experience of foreign cross-border

as a case study on the risk prevention and control of cross-border agricultural
financial support in Vietnam, this paper finally puts forward the risk prevention and
control suggestions of cross-border agricultural financial support in Yunnan Province,
especially at the level of financial institutions, strengthening the cooperation between
financial institutions and domestic and foreign financial institutions, encouraging
financial institutions to invest in capital, and promoting financial institutions to
actively explore new cooperation models, Cooperate and communicate with foreign
financial regulators and foreign professional financial institutions, learn from the
supervision and restraint contentstipulated by laws, and determine reasonable
financial investment policies.
