摘要
贵州省是全国近十年来经济发展最快的省份,赶超进位,冲出洼地,在脱贫
攻坚、数字经济及生态文明建设、交通基础设施建设等多个领域都获得了极高的
发展成就。但一定程度上,由于贵州自身的财政实力较弱,贵州的快速发展依托
了源源不断的金融活水,导致地方政府及国有企业承受了较为沉重的债务负担,
使得当前省内投融资环境产生变化。对此,贵州省制定了一系列的战略导向和有
力举措以保障实体经济发展和金融市场稳定,其中包括新型城镇化、新型工业化、
农业现代化及旅游产业化的“四化”发展战略,将贵阳市打造成为特大型城市的
“强省会”行动等。另外,时隔十年“新国发 2号文”再次聚焦贵州,支持贵州
在西部大开发上闯新路。
客观来看,当前的新形势确实使贵州省内银行机构发展面临严峻挑战,但同
时对整个银欧亿·体育(中国)有限公司来说,也蕴藏着全省产业转型、资源整合、乡村振兴等方面新政
策带来的新机遇。BH银行贵阳分行,作为2021年末才在贵州新设立的省级分

行,为了更加科学地实现可持续经营,有必要在起步阶段结合自身特点,通过综
合分析现行的相关政策、内外部环境条件及欧亿·体育(中国)有限公司市场竞争因素,构建出有效且可
行的发展战略,运用战略思维开展内部管理和外部经营,快速在白热化的市场竞
争中占得一席之地,按照既定战略方针从立足贵州到耕耘贵州,更好地服务实体
经济,为全社会贡献新的价值。
本论文将研究的“发展战略”界定为,在特定期间内对企业发展方向、发展
速度与质量、发展点及发展能力产生影响的重大选择、规划及策略,以 BH银行
贵阳分行为研究对象,论述研究背景和企业战略的相关理论基础,结合现行的相
关政策、内外部环境条件及欧亿·体育(中国)有限公司市场竞争因素,从贴合现阶段新建分行的实际情
况出发,为分行构建有利于 BH银行贵阳分行可持续发展的差异化战略,并配套
一系列保障措施以支持战略的有效执行。

Abstract
Guizhou Province is the province with the fastest economic development in China in recent ten
years. It has caught up with and surpassed the carry in, rushed out of the depression, and made
remarkable development achievements in poverty alleviation, digital economy and ecological
civilization construction, transportation infrastructure construction and so on. However, to a
certain extent, due to the weak financial strength of Guizhou itself, the rapid development of
Guizhou relies on a steady stream of financial running water, which leads to a heavy debt burden
on local governments and state-owned enterprises, which changes the current investment and
financing environment in the province. In this regard, Guizhou Province has formulated a series of
strategic guidance and powerful measures to ensure the development of the real economy and the
stability of the financial market, including the "four modernizations" development strategy of new
urbanization, new industrialization, agricultural modernization and tourism industrialization, and
the action of building Guiyang into a "strong provincial capital" of a super large city. In addition,
after a lapse of ten years, the "new Guofa No. 2 document" once again focuses on Guizhou and
supports Guizhou to break a new path in the western development.
Objectively speaking, the current new situation does make the development of banking institutions
in Guizhou Province face severe challenges, but at the same time, for the whole banking industry,
it also contains new opportunities brought by the province's new policies in terms of industrial
transformation, resource integration and Rural Revitalization. Guiyang Branch of BH bank, as a
provincial branch newly established in Guizhou at the end of 2021, in order to realize sustainable
operation more scientifically, it is necessary to build an effective and feasible development
strategy by comprehensively analyzingthe current relevant policies, internal andexternal
environmental conditions and industrial market competition factors in the initial stage, and carry
out internal management and external operation with strategic thinking, Quickly occupy a place in
the white hot market competition, and better serve the real economy and create social value from
based on Guizhou to cultivating Guizhou according to the established strategic policy.
In this paper, the "development strategy" studied is defined as the major choices, plans and
strategies that have an impact on the development direction, development speed and quality,
development point and development ability of the enterprise in a specific period. Taking the
Guiyang Branch of BH bank as the research object, this paper discusses the research background
and the relevant theoretical basis of the enterprise strategy, combined with the current relevant
policies, internal and external environmental conditions and industrial market competition factors,
