摘要
以习近平同志为核心的党中央,结合我国发展实际和发展需要,将“军民融合”上
升为一项重要的长期的国家发展战略,为军工产业发展指明了方向,也为民口、
民营企业发展带来了机会和挑战。J公司作为一家地方国有军工企业,其在实际
经营过程中,在政策支持处境与民营企业有相似之处,相比民营企业,还存在如
管理效率低、激励措施不足等企业体制机制不能适应武器装备市场化日益深入
的问题,企业要结合发展实际,转变发展理念,适应新形势,制定新的发展战略。
本文通过对公开可查的数据、文献及欧亿·体育(中国)有限公司进行整理分析,并基于战略管理和
军民融合研究理论和方法,以军 J公司为研究对象,通过对J公司的发展历程
和发展状况的调研和剖析,提出 J公司的优势及其问题。然后运用 PEST分析法
和波特五力分析法分析 J公司的外在环境,运用SWOT矩阵简要分析了企业不
同发展方向的战略。并运用 EFE矩阵法,对J公司所面临的威胁和机会进行了
分析;然后,再采用调查问卷法,对 J公司的内部资源和能力进行了分析,运用
IFE矩阵法,对比和分析J公司的优势和劣势;根据上述工作成果,采用QSPM
模型对各备选战略进行了全面评价,得到 J公司的发展战略。最后提出 J公司发
展战略对策建议,通过明确发展战略目标,从优化人力资源管理、优化产品结构、
提升财务管理能力以及完善军民融合战略体系四个方面,提出了企业战略实施
路径;在此基础上,提出有效的保障措施,包括解放思想、强化组织保障、人才
梯队、组织结构等。
经过上述系统的调查、分析及研究工作,将有助于 J公司建立和实施适应我
国军民融合发展实际及趋势的企业发展战略,在武器装备领域竞争日益加剧、市
场化程度不断提高的大背景下,帮助企业抢抓新发展契机,进而实现高质量发展,
同时也为民营、民口企业根据国家军民融合政策制定符合自身实际的发展战略,
帮助企业的发展与壮大起到一定启迪借鉴与参考帮助,为我国产业的军民融合
发展作出应有贡献。

Since the 18th National Congress of the Communist Party of my country ,the Party
Central Committee with Comrade Xi Jinping at its core has formally proposed to raise
the military-civilian integration development into a national strategy in accordance
with the actual situation of our country and the development trend of the world .The
national defense scienceand technology industry reformwill form an in-depth
development pattern of military-civilian integration ,and build an integrated national
strategic system and capabilities .These top-level designs have clarified the direction
for the long-term development of my country's state-owned military enterprises .At the
same time ,due to the particularity of the military industry ,and the batch tasks of
military products far exceeded those of private enterprises. .As a state-owned military
enterprise ,J company also has the problem that the internal construction of the
enterprise cannot adapt to the external development in the process of completing the
national task.
This paper takes the development strategy of Company J under the background of
deep military-civilian integration as the research object, analyzes the current situation
of Company J under the background of deep military-civilian integration. On this basis,
the PEST analysis method, Porter Five Forces Analysis Model and other tools were
first used toanalyze the external macro environment,industry and competitive
environment of J Company, and the four development strategies of the enterprise were
clarifiedby SWOTmatrixanalysis. Andusing theEFEmatrix method,the
opportunities and threats faced by J company were compared and analyzed; Secondly,
combinedwiththe questionnairemethod,theinternalresourcesand internal
capabilities of J Company are analyzed, and the advantages and disadvantages of J
Company are compared by using the IFE matrix method; Based on the above analysis
and evaluation results, the QSPM matrix is used to objectively evaluate the alternative
strategic plan, and finally the development strategy of J Company, that is, the market
penetration strategy solves the unbalanced product structure of J Company and the

imperfect market management system .The diversification of technical relations makes
up for the irrational structure of human resources, the irrational structure of military-
civilian products, the poor ability of financial risk resistance, and the lack of clarity in
the strategic system of military-civilian integration. Finally, the company J proposed to
develop strategic countermeasures. By clarifying the strategic development goals, the
implementation path of the military-civilian integration strategy of enterprises is
proposed from the four aspects of optimizing human resource management, optimizing
product structure, improving financial management capabilities and improving the
military-civilian integrationstrategic system.On thisbasis, effectivesafeguard
measures are proposed, including emancipating the mind, strengthening organizational
guarantees, talent echelons, and organizational structures.
Through the above research, it helps J Company to formulate and implement a
development strategy, guide enterprises to seize development opportunities in an
increasinglycompetitivemarketeconomicenvironment, achieveleapfrogand
sustainable development, and also provide some enlightenment and reference help for
the development and growth of similar military enterprises in the context of military-
civilian integration, and further promote China's military-civilian integration strategy
to deep integration.
