近年来,随着跨国企业和多元化产业集团的出现和不断发展,企业集团的经
营和管理越来越受到关注。在企业集团经营的过程中,不仅有华为、阿里巴巴等
这样的知名成功企业,但也有因为集团管控不力,导致企业整体内部运转效率低
下,削弱企业集团竞争力的例子,对集团管控体系进行优化逐渐成为了企业集团
关注的重点。
本文首先对企业集团及集团管控的有关理论进行了综述,归纳总结了集团管
控模式的类型及其影响因素;其次,采用文献研究法、问卷调查法、归纳总结法
等科学研究方法,分析了GT集团公司集团管控现状,深入分析了GT集团公司管
控体系存在问题及原因,具体包括:GT集团公司总体概况、管控体系现状分析,
管控体系问题与成因分析;然后,对GT集团公司管控体系进行了系统设计,在
GT集团公司以“城市建设运营、文化旅游、康体养生”为主业,以金融、贸易
供应链为辅业的“3+N”的产业发展格局的基础上,提出一套合理的集团管控体
系设计方案,具体包括:集团管控体系的设计目标与原则、管控体系的组织设计、
集管控模式选择、管控手段的完善及优化等,构建了GT集团公司在职能行使方
式上倾向于适当集权,在管控模式上采用“财务+战略”的复合型集团管控模式;
最后,提出了GT集团公司管控体系优化的保障措施,分别从规划计划、人力资
源、财务、风险管控提出了建议。
通过本文的研究,在更加系统、综合地学习集团管控体系基础之上,以集团管
控的相关理论为指导,充分结合GT集团公司和各子公司的实际情况,对其集团
管控现状、存在的问题进行了剖析、梳理和总结。在此基础上,通过对组织体系、
管控模式及管控手段等方面进行了相应的分析和优化,希望能为GT集团提供新
的集团管控操作思路,对GT集团公司的管控优化有积极的参考和借鉴价值,进
一步强化国有企业集团的集团管控能力,为企业深化改革提供支持,帮助企业集
团在市场化环境之下充分发挥管理优势、资源优势。
