摘 要
普惠金融已经成为我国金融系统重要组成部分之一。它不但能有效消除贫困,
还能逐步缩短居民贫富差距,为所有群体提供必要的金融支持,不但能促进经济
增长,更能实现社会公平。我国作为世界第二的经济大国,对普惠金融具有很大
的需求,同时也大力宣传普惠金融,从政策引导入手,吸引众多金融机构协同发
展普惠金融,并取得了显著的成果。
本文以MT 商业银行 CD 分行为例进行案例研究,先对普惠金融的发展背景
及理论进行了阐述,并利用相关理论,通过研究可以得出MT 商业银行 CD 分行
主要从个人业务及小微金融2 个方面入手,并通过开发的平台积极发展普惠金融。
除此之外,利用国家发布及自身的相关数据,积极探讨开展普惠金融的内外部动
因。但是,本文发现,MT 商业银行 CD 分行普惠金融业务的发展过程中虽然取
得了不错的成效,但其目前发展方式和研发的产品仍然存在产品竞争力不足、风
险管理水平、产品和服务同质化严重、营销和推广力度不足、缺乏专业的人才队
伍等问题。在发现问题的同时,也积极应对,提出了相应的解决方案。
通过以上研究,得到以下结论:第一,MT商业银行 CD 分行具备开展普惠
金融的内部动因和外部动因。第二,MT 商业银行 CD 分行开展惠普金融业务有
针对个人客户和小微企业两种方式。第三,MT 商业银行 CD 分行开展普惠金融
业务的效果是明显的,经济效果表现为企业自身得到了发展,优化了业务结构,
分散了经营风险。社会效果表现为实现了扶贫,且通过改良业务结构实现了金融
资源的有效配置,维护了社会的公平稳定。第四,在开展普惠金融业务过程中仍
然存在一些问题,例如其产品竞争力不足、风险管理水平不高、产品和服务同质
化严重、营销和推广力度不足、缺乏专业的人才队伍等。

I Abstract
Abstract
Inclusive Finance has become an important part of China;s financial system. It
can not only effectively eliminate poverty, but also gradually shorten the gap between
the rich and the poor, provide necessary financial support for all groups, not only
promote economic growth, but also achieve social equity. As the second largest
economic country in the world, China has a great demand for Inclusive Finance. At
the same time, it also vigorously publicizes Inclusive Finance. Starting with policy
guidance, China has attracted many financial institutions to develop Inclusive Finance
together, and achieved remarkable results.
Through the case study of the development of MT branch, this paper mainly
studies the theory of the development of MT branch and personal finance through the
case study of MT branch. In addition, we should actively explore the internal and
external motivation of Inclusive Finance by using the relevant data released by the
state and ourselves. However, this paper finds that although MT commercial bank CD
branch has achieved good results in the development of inclusive financial business,
its current development mode and products still have some problems, such as
insufficient product competitiveness, low level of risk management, serious
homogenization of products and services, insufficient marketing and promotion, lack
of professional talent team and so on. While finding problems, they also actively
respond and put forward corresponding solutions.
Through the above research, the following conclusions are obtained: first, CD
branch of MT commercial bank has internal and external motivation to carry out
Inclusive Finance. Second, CD branch of MT commercial bank carries out HP
financial business in two ways: for individual customers and small and micro
enterprises. Third, the effect of carrying out inclusive financial business in CD branch
of MT commercial bank is obvious. The economic effect is that the enterprise itself
has developed, optimized the business structure and dispersed the business risks. The
social effect is to achieve poverty alleviation, realize the effective allocation of

financial resources through improving the business structure, and maintain social
fairness and stability. Fourth, there are still some problems in the process of carrying
out inclusive financial business, such as insufficient product competitiveness, low
level of risk management, serious homogenization of products and services,
insufficient marketing and promotion, lack of professional talent team, etc.
