摘要
科技成果转化是实现科学研究内在价值的关键环节之一，作为连通科学研究与经
济发展的重要桥梁，更是我国建设创新型国家的重要推动力，具有重要战略意义。
十九大以来，中国科技体制改革力度进一步加大，出台以《中华人民共和国促进
科技成果转化法》为主的一系列政策措施。如 2021 年，国务院发布《国家标准
化发展纲要》，提出：“完善科技成果转化为标准的评价机制和服务体系，推进技
术经理人、科技成果评价服务等标准化工作。”纲要强调了科技成果转化流程标
准化的重要性。2021 年《国家发展改革委科技部关于深入推进全面创新改革工作
的通知》指出：“制定科技成果转化尽职免责负面清单和容错机制”。新一轮的科
技成果转化政策在强调科技成果转化重要性的同时，也对科技成果转化的流程机
制提出了更高要求，因此，有必要对科技成果转化流程中，不同科技成果转化模
式的经济绩效差异进行研究分析。
为探究不同科技成果转化模式对企业科技成果转化绩效的影响。首先，本文
在对科技成果转化现状与模式进行概述分析的基础上，提炼出了本文的研究内容
及重点。其次，本文采用层次分析法和熵权法相结合的方法构建了科技成果转化
经济绩效评价三级指标体系，并基于指标体系对科技成果转化的不同模式进行对
比分析。再次，本文采用天津市科技成果转化数据，针对不同转化模式下科技成
果转化经济绩效进行了实证分析，并提出本文研究结论。最后，本文从科技成果
转化法规、转化模式和保障机制方面，提出了政策建议。
本文研究发现：从整体来说，合作实施的经济绩效略优于技术转让。分欧亿·体育（中国）有限公司
来看，对于计算机、通信和其他电子设备制造业以及软件和信息技术服务业，采
用技术转让模式进行科技成果转化的经济绩效要优于采用合作实施模式进行科技
成果转化的经济绩效。对于高技术欧亿·体育（中国）有限公司的科技成果的转化，企业采用技术转让模
式可以获得更高的经济绩效。短期来看，技术转让模式可以给企业带来更高的收
益，但是企业如果采取合作实施模式，可以更好地掌握技术，因此对于相对更侧
重于长期的综合效益，两者没有表现出显著区别。

Abstract
The transformation of scientific and technological achievements is one of the key
links in realizing the intrinsic value of scientific research, and is of strategic importance
as an important bridge between scientific research and economic development, as well
as an important driving force in building an innovative country in China. Since the 19th
National Congress, the reform of China;s science and technology system has been
further intensified, and a series of policy measures, mainly the Law of the People;s
Republic of China on Promoting the Transformation of Scientific and Technological
Achievements, have been introduced in recent years. For example, in 2021, the State
Council issued the National Standardization Development Outline, which proposed,
"Improving the evaluation mechanism and service system for transforming scientific
and technological achievements into standards, and promoting the standardization of
technology managers and scientific and technological achievement evaluation services."
The outline emphasizes the importance of standardizing the process of transforming
scientific and technological achievements. The Notice of the Ministry of Science and
Technology of the National Development and Reform Commission on Deepening the
Comprehensive Innovation Reform Work states, "Develop a negative list of due
diligence and fault tolerance mechanisms for the transformation of scientific and
technological achievements." While emphasizing the importance of the transformation
of scientific and technological achievements, the new round of policies on the
transformation of scientific and technological achievements has also put forward higher
requirements on the process mechanism of the transformation of scientific and
technological achievements, and it is therefore necessary to study the differences in the
economic performance of different modes of transformation of scientific and
technological achievements in the process of the transformation of scientific and
technological achievements.
In order to explore the impact of different modes of transformation of scientific and
technological achievements on the scientific and technological achievements of
enterprises. Firstly, on the basis of an overview analysis of the current situation and
mode of transformation of scientific and technological achievements, this paper distills
the research content and focus of this paper. Secondly, this paper adopts the
