摘要
一直以来,“富煤缺油少气”的自然资源禀赋导致我国能源总体对外依存程
度较高,在很大程度上威胁国家能源安全。同时,煤炭已经在我国的能源和消费
结构中处于长期的市场主体地位,导致我国二氧化碳排放量居高不下。在当前全
球气候变化问题日益趋紧,世界主要经济体均已积极参与加快碳中和工业化进程
的重要背景下,减少非化石能源消费的比重,降低中国对海外能源的依赖性,降
低单位 GDP的二氧化碳排放量,大力发展新能源,实施能源替代,已经逐渐成为
我国在保障能源安全,实现“碳达峰、碳中和”目标任务的一种必然选择。大力
发展新能源已经被视为推动我国加快生态文明建设,保障能源安全的一个必然选
择。XM新能源发电有限公司总部位于中国内蒙古自治区,成立于 2008年,经过
十几年的发展,业务规模增长迅速,随着新能源市场竞争日益激烈,如何基于当
前新能源欧亿·体育(中国)有限公司的宏观环境、欧亿·体育(中国)有限公司条件以及公司内部的实际情况,科学制定新形势
下公司的发展策略,快速地拓展布局并逐渐形成核心竞争优势已然成为亟待解决
的问题。
本文首先介绍了 XM新能源发电有限公司的发展现状,从其成立历史、组织
结构、管理模式等方面逐步剖析;然后,总结梳理了之前学者关于风电及战略管
理相关文献欧亿·体育(中国)有限公司;继而,使用战略理论分析工具 PEST及波特“五力”模型对 XM
新能源发电公司未来发展的外部环境和竞争要素进行了分析;运用 SWOT分析法
分析了 XM新能源发电公司的内外部要素并综合分析对应策略。本文可以得出 XM
新能源发电公司在其发展区域内面临的外部政策较好,发展机遇较大,威胁较小,
前景可观等方面的结论。根据以上对 XM新能源发电公司宏观环境、欧亿·体育(中国)有限公司条件以
及内部能力的分析可以看出,XM新能源发电公司的战略定位为外部扩张性战略。
结合公司内部能力及外部发展实际环境,本文提出 XM新能源发电公司的战略任
务及战略重点,并在基础上提出了实施成本领先的竞争战略的实施路径选择。
本文分析表明在总体扩张性公司战略的基础上,XM新能源发电公司实施成本
领先的竞争战略的措施有:储备优质项目资源、强化存量治理,降低运维成本、
着力提质增效,降低运营成本、扎实推进自主创新能力、加强技能人才队伍建设、
提升决策效率、积极践行社会责任等。实施总体扩展战略和成本领先竞争战略措
施,可以快速融入地方新能源发展布局,长远看来,为公司的可持续发展奠定了
坚实的基础。

Abstract
In the long run, our foreign external dependence of energy is high because of the
shortage of oil and gas, but more in coal,which infected the security of energy.
Meanwhile, the coal has been in the predominant role in the construction of energy
consumption as a result of the emission of carbon dioxide in a high position. For the
time being, the question of global climate change was going to be tough, at the
background of all the main global economic country took part in the route of modern
industry and carbon neutrality, it is an necessary choice that deducing the ratio of non-
fossil energy and the foreign external independence of energy, and the unit emission of
carbon dioxide, and making great effort in developing the new energy to replace the
fossil energy. It is also an necessary choice of making great efforts to developing the
new energy, which is to strengthen development of an ecological civilization and ensure
the security of energy.
XM renewables company which found in 2008, lies in Inner Mongolia, where has
abundant resources of wind. XM renewables company had a steady foundation with the
rapid development several years before, but now confronting the fierce competition of
the market, it is a question how to keep the strength and explore the market effectively
and lay up the potential projects in the future.
This thesis first summarizes the foundation and management system of XM
renewables company , and introduces the current status of XM renewables company.
Then, the external macro-environment and internal capabilities of XM renewables
company is analyzed by the PEST and Porter's five-force model analysis method. The
strategy is provided based on the analysis the advantages, disadvantages, opportunities
and challenges of XM renewables company through the SWOT method. This thesis
concludes that the external development policy of XM renewables company is good and
has more opportunities, but less threats. Based on the analysis of XM renewables
company in the aspects of macro-economic environment, industry environment and
capability, the strategic positioning of XM renewables company is a general growth
strategy, and then cost-leadership competitive strategy. According to the actual situation
of XM renewables company, this thesis analysis the two-step strategic goals, and

proposes paths to implement the competitive strategy.
The analysis of this thesis shows that XM renewables company implements the
growth strategy as following: strengthen the development of potential projects,
strengthen the utility of production, decrease the cost of Operations, strengthen the
ability of research and development, talent strategy, increasing the decision-making
efficiency, taking more social responsibility etc. Completing these strategy
implementations can shape the unique competitive ability, also it will help to keep the
original strength and further develop in terms of the business scope and establish the
sustainable ability of development in the long run.
