I 摘要 随着全球互联网科技技术的进步,信息和通信技术即ICT(Information Communications Technology)技术日趋成熟,不断融入我们日常的生活中,比如像大 数据技术、AI人工智能、万物互联、区块链等新兴的ICT技术不断涌现,促进全世界 向数字化时代进行转变,而云计算在这些新兴技术中占有核心地位。绵阳电信公司作 为一家通信运营商,依托于科技城的底蕴,已成立自己的云计算及物联网中心。云计 算产生于互联网技术及互联网(Information Technology)技术领域,在互联网企业的 推波助澜下不断发展壮大,不仅仅满足于互联网领域,更逐步延伸到传统通信欧亿·体育(中国)有限公司, 挤占运营商的市场空间,更是涉足到运营商的一些核心基础业务,诸如通信话费、上 网流程、短信费等业务的盈利能力的下降,通信运营商需要业务转型。而绵阳电信公 司具有发展云计算业务的先天资源优势,亦可借云计算业务快速增长的机会,发展自 己的云计算业务,形成自身在我国云计算产业中的独特优势,寻找到在云计算业务上 的新收入增长点。 本论文通过选择绵阳电信公司为研究对象的例子,在阅读大量文献的基础上,借 鉴一些国内外业务转型战略的研究成果,探讨了全球云计算技术在的发展历程、我国 政府对云计算产业的政策支撑、欧亿·体育(中国)有限公司规范文件,以及国内提供云计算服务的企业相关 的战略目标、发展战略和欧亿·体育(中国)有限公司竞争环境。为探索和构建绵阳电信公司从传统的一些互 联网业务向云计算业务转型过度的有效战略体系,并详细阐述了公司目前在云计算业 务战略转型方面的具体实施方式,在转型中对相应战略的选择,以及为完成这一转型 而配套的一些后勤保障支撑。通过对战略环境分析和文献总结,对公司的云业务转型 战略进行了研究。最后,详细阐述了公司在云计算战略转型的实施步骤、战略保障以 及战略控制等方面的内容。 本论文的研究结果提出了改变当前云业务的软件业务、集成业务、操作和维护业 务和信息产品业务的可行性,并提出了这几项业务的施工路线和云业务转型战略的发 展目标。为了促成转型,提出了云业务战略的实施方针、保障和控制。与此同时,也 为同欧亿·体育(中国)有限公司其他运营商在发展云计算业务提供一些方法借鉴和发展参考。 关 键 词:云计算;战略转型;绵阳电信公司 论文类型:专题研究 西南科技大学硕士学位论文 II ABSTRACT With the progress of global Internet technology, information and communication technology (ICT (Information Communications Technology)) technology is becoming more and more mature, and it is constantly integrated into our daily life, such as big data technology, AI artificial intelligence, Internet of everything, blockchain and other emerging ICT technologies, which promote the transformation from the world to the digital age, and cloud computing plays a central role in these new technologies. On the basis of selecting Mianyang Telecom Company as the research object and reading a large number of literatures, and drawing lessons from the research results of some domestic and foreign business transformation strategies, this paper analyzes the development trend of global cloud computing, the market environment and policy of China's cloud computing industry, the development strategy of domestic IT enterprises and the trend of corresponding schemes in cloud computing. In order to explore and construct the effective strategic system of Mianyang Telecom's transformation from traditional IT business to cloud computing business, this paper discusses the implementation steps and guarantee measures of cloud computing strategy. This paper adopts the method of literature and expert interview. This paper combines the case application analysis, in the macro environment analysis and the theory return. The research results of this paper put forward the necessity of changing the current software business, integrate the business, operate and maintain the cloud business of Mianyang Telecom Company, and put forward the choice, the construction route and the development goal of the cloud business transformation strategy for each business. In order to realize this strategy, finally, the implementation, guarantee and control of the transformation cloud business strategy are put forward.
