中小企业是经济发展的重要组成部分,在对外贸易、就业、创新等方面都发挥着无 可替代的作用。截至2018年底,我国中小企业数量超过3000万家,据统计,中小企业 贡献了全国50%以上的税收,60%以上的GDP,70%以上的技术创新成果和80%以上的 劳动力就业。虽然,中小企业对经济发展的重要性不断凸显,中央和地方也出台了一系 列扶持政策,但由于中小企业受到企业规模小、资产相对较少等条件限制,往往在金融 资源获得上有一定的劣势,无论是直接融资还是间接融资都存在诸多困难。商业银行作 为重要金融机构,针对数量庞大的中小企业,不断开拓进取,构建有特色的中小企业信 贷业务模式,为企业提供资金支持,缓解中小企业融资难题,促进商业银行健康发展, 实现银企共赢的新局面。 本文通过总结国内外商业银行中小企业信贷的相关研究结果,对多文献进行分析概 括,并对相关理论进行深入研究,从而界定中小企业概念,完善中小企业特点,对信贷 风险理论和关系型贷款理论进行阐述。在此基础之上,本文以浦发银行A分行作为研宄 对象,通过介绍该行的基本情况,描述该行中小企业信贷业务以及其涉及的主要产品和 流程,对浦发银行A分行进行详尽的介绍。同时,对浦发银行A分行中小企业信贷业 务进行分析,包括业务规模、客户评价标准、产品销售数据、信贷业务投向、具体收益 情况等方面。通过对现状及数据的分析,本文发现浦发银行A分行中小企业信贷业务目 前仍面临中小企业盈利能力较弱,难以满足银行存款需求;缺乏有效的客户关系管理; 产品组合同质化严重,缺乏创新性;员工开展业务主管能动性较差等四个方面的问题。 总结来看,产生这些问题的原因包括:中小企业盈利能力不足;银行缺乏客户关系管理 机制;银行产品创新能力不足;缺乏激励性的绩效考核机制。最后,本文通过明确浦发 银行A分行中小企业信贷业务战略定位以及目标市场的定位,提出相应的发展对策,主 要包括:转变中小企业信贷业务理念,完善风险管理机制,不断优化信贷产品,强化对 策创新,构建高效的考评机制。本文为浦发银行A分行提出的发展对策,进一步从完善 制度体系建设、强化人才队伍培养、提升 _ 内部管理三个方面提出业务发展的具体保障措 _ 施。 通过对浦发银行A分行中小企业信贷业务的分析,本文希望能够找到商业银行促进 中小企业发展的着力点,探索银行与中小企业共贏的业务模式,从而提升浦发银行A分 行的竞争力。与此同时,也为我国商业银行发展中小企业业务提供参考和借鉴。 关键词:中小企业;信贷业务;产品创新?,风险控制 I 浦发银行A分行中小企业信贷业务发展对策研宄 Researchonthedevelopmentstrategyofsmallandmedium-sized enterprisecreditbusinessofPUFAabranch Abstract Asanimportantpartofeconomicdevelopment,SMEsplayanirreplaceablerolein foreigntrade,employmentandinnovation.Bytheendof2018,thenumberofsmalland medium-sizedenterprisesinChinahasexceeded30million.Accordingtostatistics,smalland medium-sizedenterpriseshavecontributedmorethan50%ofthenationaltaxrevenue,more than60%oftheGDP,morethan70%ofthetechnologicalinnovationachievementsandmore than80%ofthelaborforceemployment.Althoughtheimportanceofsmallandmedium-sized enterprisestoeconomicdevelopmenthasbeenhighlighted,andaseriesofsupportingpolicies havebeenissuedbythecentralandlocalgovernments,smallandmedium-sizedenterprises areoftendisadvantagedinobtainingfinancialresourcesduetotheirsmallscaleandrelatively fewassets,andtherearemanydifficultiesinbothdirectandindirectfinancing.Asan importantfinancialinstitution,commercialbanks,aimingatalargenumberofsmalland medium-sizedenterprises,keepforgingahead,buildauniquecreditfinancingbusinessmodel forsmallandmedium-sizedenterprises,providefinancialsupportforenterprises,alleviatethe financingproblemsofsmallandmedium-sizedenterprises,promotethehealthydevelopment ofcommercialbanks,andrealizeanewwin-winsituationforbanksandenterprises.
