近年来,国家“一带一路”与对外开放战略的不断深化实施,为内蒙古进出 口贸易发展提供了难得的机遇和平台。数据显示,2019年内蒙古自治区海关进出 口总量达到1096亿元,同比增长6%,地区贸易总值及货运量呈现逐年稳步增长的 趋势。在特定的政策背景和市场机遇下,国际结算业务不断发展,与此同时金融 同业中国际结算业务的竞争形势也愈演愈烈。作为传统外汇外贸专业银行,中国 银行在国际贸易结算方面具有独特的优势。而中行内蒙古分行在成立之初就开办 了国际结算业务,面向区内进出口企业提供国际结算、贸易融资等服务,先后为 内蒙古上千家企业办理过国际结算业务,在当地长期处于优势地位。但近年来随 着中行内部政策和外部市场环境的变化,其国际结算业务出现了重点结算客户不 断流失,国际结算市场份额持续下滑等问题,面对日益激烈的同业竞争,其国际 结算业务发展形势极不乐观。为保持国际结算业务的优势地位,对中行内蒙古分 行国际结算业务进行研究分析,探究其发展战略和竞争战略已迫在眉睫。 本文运用数据分析、对比分析等方法,从中国银行内蒙古分行的国际结算部 门变革历程、业务发展现状入手,剖析了业务发展中存在的问题,分析宏观经济 和区域经济环境,对比中行内蒙古分行资源和能力条件,总结出中行内蒙古分行 国际结算业务发展所面对的机遇与挑战、优势与劣势,运用SWOT分析方法,得出 中行内蒙古分行国际结算业务应走规模持续增长、产品种类不断创新、市场维度 不断扩大的扩张发展战略,重点围绕产品、服务、渠道展开差异化竞争,并通过 建立协同联动、资源配置、考核激励等各项支持保障举措,以促进改善中行内蒙 古分行国际结算业务现状,遏止市场份额下滑趋势,提升跨境结算竞争力,继续 保持其国际结算业务优势地位。 通过本文的国际结算业务战略的研究,以期为中行内蒙古分行国际结算业务 的发展提供前瞻性的战略指导,明确其业务发展的方向和重点。同时也为当地同 业国际结算业务的发展提供指引和方向,从长远来看,对金融同业和国际结算行 业的发展均具有重要的意义。 关键词:国际结算业务,竞争战略,中行内蒙古分行 II Abstract In recent years, the deepening implementation of the national "One Belt And One Road" and opening-up strategy has provided a rare opportunity and platform for the development of Inner Mongolia's import and export trade. According to the data, the total import and export volume of the customs of Inner Mongolia autonomous region reached 109.6 billion yuan in 2019, with a year-on-year growth of 6%, and the total regional trade value and freight volume showed a steady growth trend year by year. Under the specific policy background and market opportunities, international settlement business has been developing continuously, and meanwhile, the competition situation of international settlement business in the financial industry has become increasingly fierce. As a traditional foreign exchange bank, bank of China has unique advantages in international trade settlement. At the very beginning of its establishment, BOC Inner Mongolia branch started international settlement business, providing international settlement, trade financing and other services to import and export enterprises in the region. It has dealt with international settlement business for thousands of enterprises in Inner Mongolia and has been in a dominant position in the region for a long time. However, in recent years, with the changes in BOC's internal policies and external market environment, its international settlement business has suffered from the continuous loss of key settlement customers and the continuous decline of its international settlement market share. In the face of increasingly fierce horizontal competition, the development situation of its international settlement business is not optimistic. In order to maintain the dominant position of international settlement business, it is urgent to study and analyze the international settlement business of bank of China Inner Mongolia branch and explore its development strategy and competitive strategy. In this paper, using the method of data analysis, comparative analysis, from the Bank of China, Inner Mongolia international settlement department to change course, business development present situation, this paper analyzes the problems existing in the development of business, analysis of the macro economy and regional economic environment, compared to the bank of China branch of Inner Mongolia resources and III ability condition, sums up the international settlement business development bank of China Inner Mongolia branch faces opportunity and challenge, advantage and disadvantage, using SWOT analysis method, it is concluded that the bank of China branch of Inner Mongolia international settlement business should go growing scale, product variety innovation, market expansion development strategy of expanding of dimensions, Compete differentiation focus on products, services, channels, and through the establishment of coordination, resource allocation, performance evaluation incentive various support measures, so as to promote improving the bank of China branch of Inner Mongolia international settlement business status quo, decline of market share, enhance competitiveness, cross-border settlement to maintain its international settlement business advantage. Based on the study of international settlement business strategy in this paper, the author hopes to provide prospective strategic guidance for the development of international settlement business of bank of China Inner Mongolia branch, and clarify the direction and focus of its business development. At the same time, it also provides guidance and direction for the development of local inter-bank international settlement business, which is of great significance to the development of inter-bank financial and international settlement industry in the long run.
