I 摘要 人事档案管理工作是人事工作的重要组成部分,是选拔任用人员的重要基础。随 着档案数量越来越大,传统人事档案管理与保存凸显出越来越多的问题,并且带来了 各种不可预见的弊端。当今社会科学技术的发展日新月异,信息化成为各行各业发展 的不变主题。为了紧跟时代潮流,S税务局的人事档案管理工作也应当逐渐信息化, 变革其记录载体,从而大幅度提升管理的效率。 本文以S税务局为研究对象,从定性和定量方法入手,分析人事档案管理的信息 化管理现状和日常工作管理流中存在的问题,发现S税务局在人事档案管理工作中基 础建设落后、人员配备不足、现有信息化管理进程和日常工作流程不能发挥信息化档 案管理的优势,对人事档案的重要性和利用率的提高无法起到理想的促进作用。而S 税务局许多人事工作已稳步进入信息化管理进程,例如薪酬管理和人员信息管理,这 就造成人事档案的管理工作难以和其他人事管理工作相对接,难以发挥人事档案工作 在人事工作中的作用。所以本文通过借鉴国内外档案信息化管理的经验和方法,以档 案信息管理系统为基础,对日常管理流程(档案接收、档案归档、档案转递、档案借 阅)进行优化设计,并运用PDCA循环法确保优化工作实施,从而提高人事档案管理 质效。最后运用AHP层次分析法和德尔菲法对S税务局人事档案管理流程优化效果进 行评价指标确定,通过对比分析,从工作效率、安全性、成本、审批环节四个方面验 证此次S税务局人事档案管理流程优化工作的成果。 信息技术在不断的革新,因此流程管理也需持续优化,所以文章最后对S税务局 人事档案管理流程持续优化提出了保障措施,确保S税务局人事档案管理工作的长远 发展。 关 键 词:人事档案管理, 流程优化, 信息化, PDCA循环法 ABSTRACT III ABSTRACT Personnel file management is an important part of personnel work and an important basis for personnel selection and appointment. With the increasing number of files, traditional personnel file management and preservation highlight more and more problems, and bring about a variety of unforeseen disadvantages. Nowadays, with the rapid development of social science and technology, information technology has become the constant theme of the development of all walks of life. In order to keep up with the trend of The Times, the personnel file management work of S tax bureau should also be gradually informationized, change its record carrier, and greatly improve the efficiency of management. Based on S tax bureau as the research object, This paper start with qualitative and quantitative methods, analyze the current situation of information management of personnel file management and the problems existing in the management flow of daily work.Found that S tax bureau fails to give full play to the advantages of informationized file management due to backward infrastructure, insufficient personnel, existing informationized management process and daily work process in personnel file management, and thus cannot play an ideal role in promoting the importance and utilization rate of personnel files. However, many personnel work of S Tax Bureau has steadily entered the process of information management.,like salary management and personnel information management, which makes the management of personnel files difficult to be connected with other personnel management work, and it is difficult to give full play to the role of personnel files in personnel work. So in this paper, based on the experience of the archives information management at home and abroad and methods, based on the archives management information system, the daily management process (file receiving, filing, file transfer, archives library) optimization design, and ensure the optimization work by applying the method of PDCA cycle, to improve the personnel archives management work. Finally, AHP analytic hierarchy process (AHP) and Delphi method were used to determine the evaluation indexes for the optimization effect of the personnel file management process of S Tax Bureau. Through comparative analysis, the results of the optimization work of the personnel file management process of S Tax Bureau were verified from four aspects, including work efficiency, security, cost and approval. 西安电子科技大学硕士学位论文 IV Information technology is constantly being innovated, so the process management also needs to be continuously optimized.
