I 摘要 随着我国医疗卫生欧亿·体育(中国)有限公司的不断发展,医院正由传统的单一、经验化管理向现代 的科学、系统化管理演化。在《深化医药卫生体制改革2019年重点工作任务》中, 国务院办公厅强调持续深化医院综合改革,建立全国医院绩效考核系统。如何加强 医院内部管理,提升核心竞争力,实现持续平稳的发展,已成为医院管理者亟需解 决的问题。 本文通过总结归纳国内外相关文献,明确了绩效与绩效考核的含义,阐述了平 衡计分卡理论。同时,本文以H医院临床科室为例进行绩效考核体系的设计研究, 分析了H医院临床科室绩效考核现状以及平衡计分卡在医院临床科室实施的可行 性,然后从财务、患者、内部流程和学习与成长这四个平衡计分卡的核心层面设计 具体绩效考核指标,并通过专家咨询法确定其合理性、对应的指标权重以及评分标 准。最后选取重点科室进行评价分析,阐述了具体实施保障。 通过整体分析得知H医院临床科室绩效考核存在着以经济效益为主要考虑因 素,忽视社会效益,评价指标不科学以及绩效考核过程中缺乏有效沟通等问题,为 了医院更稳定、长远的发展,迫切需要形成科学、有效的绩效考核体系。基于平衡 计分卡设计一套绩效考核体系,明确各个指标以及相应的权重分配,并对H医院在 实现战略发展目标的过程中存在的不足进行及时修订和改进,才得以保证医院持续 平稳的发展。 关键词临床科室;平衡计分卡;绩效考核 Abstract III Abstract WiththecontinuousdevelopmentofChina'smedicalandhealthindustry,hospitals areevolvingfromatraditionalsingle,empiricalmanagementtoamodernscientificand systematicmanagement.Inthe"DeepeningtheTasksofDeepeningtheReformofthe MedicalandHealthSystemin2019",theGeneralOfficeoftheStateCouncilemphasized thecontinuousdeepeningofcomprehensivereformsofhospitalandestablishanational hospitalperformanceevaluationsystem.Howtostrengthentheinternalmanagementof thehospital,enhancethecorecompetitiveness,andachievesustainableandstable developmenthasbecomeanurgentproblemforhospitalmanagers. Thispapersummarizestherelevantliteratureathomeandabroad,clarifiesthe meaningofperformanceandperformanceappraisal,andelaboratesthetheoryofthe balancedscorecard.Atthesametime,thispapertakestheclinicaldepartmentofH hospitalasanexampletodesignandstudytheperformanceappraisalsystem,analyzesthe currentsituationofperformanceappraisalofclinicaldepartmentsofHhospitalandthe feasibilityofimplementingthebalancedscorecardinclinicaldepartmentsofHhospital, andthendesignsspecificperformanceappraisalindicatorsfromthecorelevelsoffinance, patients,internalprocessesandlearningandgrowth,anddeterminetheirrationality, correspondingindicatorweights,andscoringstandardsthroughexpertconsultation. Finally,thekeydepartmentsareselectedforevaluationandanalysis,andthespecific implementationguaranteeisdescribed.
