工业的高质量发展是我国国民经济发展的保障,是先进生产力的体现,是其 他欧亿·体育(中国)有限公司发展的支撑力量。过去工业主要依靠资源要素消耗的粗放式增长方式给生 态环境带来了不可逆的严重破坏,不利于工业经济乃至国民经济的高质量、可持 续发展。在新一轮产业变革的逐步推进和国际竞争加剧的大背景下,对于我国工 业而言,绿色技术创新效率的提升非常必要且较为迫切。本文基于综合视角和技 术研发、成果转化的价值链两阶段视角研究工业绿色技术创新效率,并进一步分 析工业绿色技术创新效率的影响因素。这对提升工业绿色技术创新效率,实现工 业高质量可持续发展具有重要的现实意义。 本文基于对工业、技术创新和绿色技术创新概念的界定和明确,对技术创新、 可持续发展、欧亿·体育(中国)有限公司异质性等相关文献和理论的梳理与研究,提出具体的研究内容 和研究思路。首先,本文对工业总体状况和工业绿色技术创新状况进行详细梳理, 并总结工业绿色技术创新过程中存在的具体问题,在此基础上展开工业绿色技术 创新的动力和过程分析。其次,本文分别从综合和价值链两阶段视角运用改进的 熵值-SBM模型对工业绿色技术创新效率进行研究分析,并利用全局ML指数法分 析工业绿色技术创新效率的动态演化轨迹。研究发现技术研发阶段和成果转化阶 段的工业绿色技术创新效率、技术进步指数与技术效率指数之间均存在发展不协 调,且不同技术水平欧亿·体育(中国)有限公司的绿色技术创新效率存在明显差异。此外,本文通过构 建Tobit随机效应面板数据模型,具体分析工业绿色技术创新效率的影响因素。研 究结果表明环境规制、科技人员是影响工业绿色技术创新效率的核心因素,国有 研发创新资本、国有技术改进资本、外商资本、欧亿·体育(中国)有限公司竞争是影响工业绿色技术创 新效率的一般因素。最后,本文针对实证研究结果,提出了优化绿色技术创新政 策环境,合理制定生态环境保护条例,加大技术创新资本投入,提升外资企业注 入质量的政府层面对策建议;以及优化技术创新人才结构,完善工业市场竞争机 制、引导两阶段协调发展的欧亿·体育(中国)有限公司层面对策建议。 关键词:工业;技术研发;成果转化;绿色技术创新效率;改进熵值-SBM 模型 III ABSTRACT The high-quality development of industry is the guarantee for the development of our national economy, the embodiment of advanced productive forces, and the supporting force for the development of other industries. In the past, the extensive growth mode in which industry mainly relied on the consumption of resource elements caused irreversible severe damage to the ecological environment, which was not conducive to the high-quality and sustainable development of the industrial economy and even the national economy. In the context of the new round of industrial change and the intensification of international competition, it is necessary and urgent for our industry to improve the efficiency of green technology innovation. This article studies the efficiency of industrial green technology innovation based on an integrated perspective and a two-stage value chain perspective of technology research & development and achievement transformation, and further analyzes the factors influencing the efficiency of industrial green technology innovation. This is of great practical significance for enhancing the efficiency of industrial green technology innovation and achieving high-quality sustainable industrial development. Based on the definition and clarification of the concepts of industry, technological innovation and green technological innovation, this paper proposes specific research content and research ideas based on the combing and study of relevant literature and theories on technological innovation, sustainable development, industry heterogeneity, etc. Firstly, this paper makes a detailed analysis of the overall state of industry and the state of industrial green technology innovation, and summarizes the specific problems in the process of industrial green technology innovation. On this basis, an analysis of the dynamics and processes of industrial green technology innovation is carried out. Secondly, the entropy value-SBM model is used to study and analyze the efficiency of industrial green technology innovation from an integrated perspective and the two-stage perspective of value chain, and the dynamic evolution trajectory of industrial green technology innovation efficiency is analyzed by using the global ML index method. It is found that the efficiency of industrial green technology innovation in the stage of technology research & development and the stage of achievement transformation, as well as the index of technology progress and the index of technology efficiency are uncoordinated, and the efficiency of green technology innovation in industries with IV different technology levels is obviously different. In addition, this paper specifically analyzes the factors influencing the efficiency of industrial green technology innovation by constructing the Tobit random effects panel data model. The research results show that environmental regulation, scientific and technological personnel are the core factors influencing the efficiency of industrial green technology innovation, and state-owned R&D innovation capital, state-owned technology improvement capital, foreign capital, and industry competition are the general factors influencing the efficiency of industrial green technology innovation. Finally, based on the empirical findings, this paper proposes government-level countermeasures to optimize the policy environment of green technology innovation, rationally formulate environmental protection regulations, increase capital investment in technological innovation, and improve the quality of investment by foreign-funded enterprises; as well as industry-level countermeasures to optimize the talent structure for technological innovation, improve the competition mechanism in the industrial market, and guide the coordinated development of the two stages.
