首先,本文针对我国目前煤矿企业安全生产形势的严峻性,以系统化、企 业战略性发展的角度,进行细致分析,并构建出新型安全管理系统。我们知道, 煤矿安全事故的发生,对企业和国家都造成了重大的损失,同时也严重危害工 作在煤矿企业开采一线的工人的生命和财产。本文归纳出我国煤矿企业在日常 生产过程中所存在的五大类问题以及面临的挑战,并指出在统计的安全生产事 故[1]中大部分事故发生的原因均归于“管理失误”。概括国内外煤矿企业安全 管理的模式和特点进行对比,进而得出:我国煤矿企业在安全管理上存在的不 足以及发展趋势,并提出了煤矿企业DCE安全管理体系。 随后,本文论述了煤矿安全管理的内涵以及安全管理发展历史上较为重要 的观点和相关的理论。本文创新点在于:运用目前较为先进的安全管理系统的 研究成果并结合安全经济学中绩效市场化理论、精细化管理、人本管理以及灰 色预测理论,充分的将安全管理理论、安全经济学、企业战略发展、精细化与 人本管理理论、灰色预测理论等基础理论知识,构建了煤炭企业DCE安全管理 体系(“D”代表development,发展,战略;"C”代表控制、"E”代表每天、每个人、 每件事)。该体系主要由日常工作目标管理体系、绩效量化激励体系、整个系统 循环完善更新三部分构成。阐述了DCE安全管理体系的构建步骤、流程以及运 作原则。 之后,山西大同煤矿集团股份有限公司同生煤矿实施DCE安全管理 进行理论模型推导演算研究,针对大同煤矿集团股份有限公司同生煤矿存在的 生产过程中潜在危险点进行系统化的精细管理控制,并阐述了大同煤矿集团股 份有限公司同生煤矿内部市场化管理的运作机理,通过安全定额体系和安全隐 患价格体系实现煤矿安全工作的岗位价值量化,为实现DCE安全管理奠定了基 础。 最后,从实施效果以及取得的经济效益方面对大同煤矿集团股份有限公司 同生煤矿进行评价,建立了煤矿DCE安全管理评判指标体系,运用层次分析法 对各级指标权重进行确定,通过与模糊数学的结合,给出了DCE安全管理评判 模型[2]。同时,从哲学角度阐述了安全与效益的对立统一关系,结合灰色预测模 型GM(1,1),对煤矿实施DCE安全管理带来的企业效益进行预测。通过评价可 II 昆明理工大学专业学位硕士学位论文 DCE 安全管理体系在山西大同同生煤矿集团的应用研究 得大同煤矿实施DCE安全管理具有一定的成效,主要包括:安全生产状况明显 好转、增强了职工的安全意识。 同时,利用信息化提高了安全管理的手段、煤矿的安全生产环境得到了进 一步的提证明了DCE安全管理具有科学性和可行性。 关键词:煤矿安全管理;精细化管理;DCE安全管理体系;层次分析法;灰色预测 昆明理工大学专业学位硕士学位论文 DCE安全管理体系在山西大同同生煤矿集团的应用研究 Abstract First of all, in view of the severe situation of coal mine enterprise safety production in China, this paper makes a detailed analysis from the perspective of systematic and strategic development of enterprises, and constructs a new safety management system. We know that the occurrence of coal mine safety accidents has caused heavy losses to both the enterprise and the country. At the same time, it has seriously endangered the lives and property of the workers working in the frontline of coal mining enterprises. This paper summarizes the five kinds of problems and challenges faced by China's coal mining enterprises in the daily production process, and points out that in the statistical production safety accidents [1], most of the causes of accidents are attributed to "management errors". This paper summarizes the modes and characteristics of safety management of coal mine enterprises at home and abroad, and then draws the following conclusions: Shortcomings and development trends of safety management of coal mine enterprises in China, and puts forward the DCE safety management system of coal mine enterprises. Then, this paper discusses the connotation of coal mine safety management and the more important viewpoints and related theories in the history of safety management development [1]. This article innovation lies in: use the more advanced safety management system of research results and combining with economics, fine management, humanistic management, and grey forecasting theory, the sufficient safety management theory, safety economics, enterprise strategy development, refinement and humanistic management theory, the grey prediction theory and other basic theoretical knowledge, build the DCE coal enterprises safety management system (" D "on behalf of the development, development, strategy;" "C" is for control, cleanup, and "E "is for every day, everyone, and everything. After that, DCE safety management was implemented in Tongsheng Coal Mine of Shanxi Datong Coal Mine Group Co., LTD. The theoretical model was deduced and calculated. In datong coal mine group co., LTD., with the raw coal production of the existence of a potential danger point in the process of systematically the fine management control, and expounds the datong coal mine group co., LTD., with the raw coal mining operation of the internal market management mechanism, through the quota system of safety and security price system achieve coal mine safety work post value quantification, which laid a foundation for realization of DCE security management. Finally, from the aspects of effect and economic benefit obtained with raw coal mine of datong coal mine group co., LTD., evaluation of DCE of coal mine safety management evaluation index system is established, using the analytic hierarchy process (ahp) to determine index weight at all levels, with the combination of fuzzy mathematics, DCE security management evaluation model [2] is given. At the same time, this paper expounds the unity of opposites between safety and benefit from the philosophical point of view, and predicts the enterprise benefit brought by DCE safety management in coal mine by combining with the grey forecasting model GM(1,1). Through the evaluation, it can be concluded that DCE safety management in Datong Coal Mine has achieved certain results, mainly including: the safety production condition has been improved significantly, and the safety consciousness of employees has been enhanced. At the same time, the use of information to improve the means of safety management, coal mine safety production environment has been further proposed to prove that DCE safety management is scientific and feasible.
