-I- 摘要 随着商业银行面临的竞争形势越来越严峻复杂,银行间的竞争焦点正逐渐从 原来的对资本、市场的竞争,转变为对人才的竞争,有效的人力
资源管理和企业 绩效管理已经成为银行获取竞争优势的重要途径。绩效考核是绩效管理过程的一 种重要手段,合理有效的绩效考核对商业银行的稳健经营、战略目标的实现、核
心竞争力的提高有巨大的推动作用,如何改进和完善绩效考核体系成为商业银 行日益关注的问题。本文研究的三河农村商业银行,前身是三河农村信用社合作 联社,长期根植于农
村,以服务“三农”为使命,多年来为三河县域经济发展做 出了重大贡献。近几年国家金融体制改革不断深化,三河农村信用社合作联社主 动适应形势,于2019年年初完成了股
份制改革,正式改制成为河北三河农村商 业银行股份有限公司。对于发展进入崭新阶段的三河农村商业银行来说,不论是 长远发展需要还是体制变化倒逼,都对企业管理提出了
更高要求,企业的管理过 程亟待改进优化。就该银行员工绩效考核来说,现行的绩效考核体系存在着绩效 考核与战略目标脱节、非财务因素考虑不够、过于追求短期利益等诸多
问题,负 面影响日益凸显,银行管理层决心对员工绩效考核体系进行优化设计,本文的研 究就是基于此进行的。 首先,本文报告了选题背景与意义和国内外商业银行绩效考核的
研究现状, 明确了研究内容及研究方法,介绍了绩效考核相关理论基础和当前我国商业银行 普遍采用的几种绩效考核方法,为后续三河农村商业银行绩效考核体系研究提供 支撑
和参考。其次,对三河农商银行的绩效考核现状进行了研究,找出存在的问 题并分析原因。再次,确定基于平衡计分卡理论的绩效考核优化方向,从财务、 客户、内部管理、学
习与成长四个维度为三河农商银行设计了绩效考核体系,并 运用层次分析法计算出指标权重。最后,以一个支行的三个月试运行为例展示了 新绩效考核体系的全过程,展望了预
期效果,同时提出绩效考核实施保障几点措 施,希望更好地促进三河农商银行持续健康发展。 关键词:商业银行;绩效考核;优化设计 -III- Abstract
Thecommercialbankstodayarefacedwithincreasinglysevereandcomplicated competition.Thefocusofcompetitionhaschangedfromcapitalandmarketstotalents.
Againstthisbackdrop,effectivehumanresourcemanagementhasbecomean importantwaytoobtaincompetitiveadvantages.Asanimportantpartofperformance
management,performanceassessmentplaysahugeroleinmaintainingthestable operationofcommercialbanks,achievingstrategicgoals,andimprovingcore
competitiveness.Suchbeingthecase,toimproveperformanceassessment mechanismsandoptimizeperformanceassessmentmethodshasbecomepriorityfor
commercialbanks.TheSanheRuralCommercialBank(SRCB)studiedinthisarticle isformerlyaruralcreditcooperative,whichhaslongbeenrootedinthecountryside. Taking
“servingagriculture,ruralareasandfarmers”asmission,ithascontributed muchtolocaldevelopment.Withthedeepeningoffinancialsystemreform,thethen
SanheRuralCreditCooperativecompletedthejoint-stockreformin2019and restructureditselfintotheSRCB.Enteringintonewstage,SRCBisfacedwithhigher
standardofmanagementandimprovedmanagementprocesstoachievelong-term sounddevelopmentandmeetthechallengeofthereform.However,thebank's
existingperformanceassessmentsystemhasnotbeeneffectivelyreformed.Thereare problemssuchasgapbetweenperformanceassessmentandstrategicgoals,
insufficientconsiderationofnon-financialfactors,andexcessivepursuitofshort-term benefitsamongothers.Themanagementisdeterminedtoimprovetheperformance
assessmentsystem,whichinspirestheauthortodotheresearch. Thethesisfirstintroducedthebackgroundandsignificanceoftopicselectionand
thepreviousresearchesonperformanceassessmentathomeandabroad,clarifiedthe researchcontentandresearchmethods,briefedthetheoreticalbasisofperformance
assessment,andsomeperformanceassessmentmethodsfrequentlyusedby commercialbanksinChinatoprovidessupportandreferenceforfutureperformance
assessmentresearch.Secondly,theauthoranalyzedthecurrentSRCBperformance assessmentsystemtofindouttheexistingproblemsandexploredthecausesthereof.
Thirdly,basedonthestrategicgoalsofthebankandthebalancedscorecardtheory, theauthorredesignedtheSRCBperformanceassessmentsystem.Theredesigned

andpromotionwitheachdimension’sweightcalculatedusingAnalyticHierarchy Process.Intheend,theauthorreportedthethree-monthtrialoperationofthenew
performanceassessmentsysteminabranchandtheexpectedoutcomes.Supporting measureswereproposedtohelptheimplementationofthesystem,inabidtobetter
