能源科技产业,作为“十二五”国家战略新兴产业，已经被提升到了前所未 有的高度。能源在一个国家国民经济和社会体系中的特殊地位和作用，使之渐渐 成为一个国家的核心竞争力,中国是世界上最大的能源生产国与消费国之一，从 国家中长期的经济发展目标看，能源科技无疑是重量级的驱动引擎。 鉴于此，天津市津能投资公司作为国有大型企业将充分发挥作为政府投资主 体的骨干作用，忠实履行社会责任，在新能源领域大力推进太阳能电池、风力发 电和绿色锂离子电池项目，项目的推进使公司的发展势头快速上升，也使本公司 成为了新能源欧亿·体育（中国）有限公司的领军者。 本文从津能华苑绿色能源产业园项目的实际情况出发，采用理论与实践相结 合的研究方法，详实地分析了津能华苑绿色能源产业园项目的可行性。文章首先 介绍了可行性研究的相关理论以及拟建项目概况，然后结合可行性研究的方法和 程序，运用经济学和管理科学等理论从市场、技术方案，经济，社会和风险五个 方面对该项目进行了可行性分析，在对天津市经济、能源产业发展水平，能源产 业园发展现状进行调查研究的基础上，收集各种数据，运用 SWOT 分析法、利用 财务报表分析等方法，从项目的技术可行性、财务可行性、经济和社会可行性等 方面进行了分析论证。在此基础上提出了项目的总体发展战略，包括项目的建设 方案、投资合作方案、市场定位、产业定位、客群定位等。通过分析、论证，文 章最后得出了津能华苑绿色能源产业园项目切实可行的结论。本文分析认为，本 项目的开发不但可以取得一定的经济效益，而且还有较好的社会效益。 关键词，津能；绿色能源；项目分析ABSTRACT As the national strategic emerging industry of “Twelfth Five Year”period ,energy technology industry has been elevated to an unprecedented height.Energy resources in national economic and social system gradually become the core competitiveness of a country with its special status and role.Therefore,from the national medium-long period economic development goals, China, one of the worlds largest energy producer and consumer countries, exerts the energy technology servering its development as heavyweight engine. For reasons above,state-owned Tianjin Jinneng investment company allows full play as main body of government investment , and fulfills its social responsibilities faithfully .In the field of new energy, and vigorously promote the solar cells, wind power and green lithium-ion battery project, the project forward so that a rapid increase in the momentum of the company's development, but also enable the company to become a leader of the new energy industry. Taking the theory and practice into consideration , article analyzes Jinneng Huayuan Green Energy Industrial Park Project in light of its actual situation and expounds its feasibility . First of all , article introduced the theory of feasibility and general situation of proposed project. Then combining the feasibility analysis methods and procedures in terms of article exerted economics and management science to study the project from the angles of market ,technical, solutions, economy, society and risks.In the mean time, based on investigations of economy,developmental level and current situation of energy industrial park in Tianjin.Article exemplified project by gathering statistics, SWOT,and financial statement analysis from the perspective of technical feasibility,financial feasibility,and economic&social feasibility. Above all,article proposed the project overall development strategy including construction scheme,investment&cooperation scheme, market positioning,industry positioning and customer positioning,ect..At the end,article conclusion is Jingneng Huayuan green energy industrial park project is feasible,as well as economic benefit and social benefit,through analysis and demonstration.
