电信业是我国国民经济战略性产业，也是我国政府工作的重要切入点。电信 业发展是否平稳关系到科学发展观的践行程度，也关系到我国人民自主创新能力 的发挥，对转变产业发展模式，让社会走向信息化与工业化相结合的时代，用信 息来服务群众等具有积极意义。因此，各个国家都十分重视电信产业的发展水平， 力求电信业能够稳定发展，为我国奠定一个稳定的发展局面。近年来，随着移动 新业务的不断推出，工程建设的不断推进，现有的县一级局房多为租赁，营业办 公面积小而且分散，不利于扩大客户服务、网络发展与新业务的研发，对日常管 理也带来一些困难。因此，加强县级的电信基础设施建设，推动全县信息产业发 展十分必要。 为了探究电信业的发展水平，笔者以江苏有限公司如东分公司作为研究对象， 对其生产调度中心项目进行了调查，从可行性分析的角度出发，结合工程经济学 和项目管理的相关理论与方法，通过各种经济技术评价，围绕着多个角度探究项 目落实的可行性，在可行性研究基础上提出了公司发展的长远建议，本次研究也 有利于为投资者决定是否向该公司投资提供依据，提高投资者投资的合理性。最 终证明该项目具有明显的经济效益和社会效益，项目开发可行，整个项目在落实 之后可获得一定的经济效益。 关键词：生产调度中心；可行性研究；电信业；风险评价；技术评价Abstract The telecommunication industry is a strategic industry of our national economy ， The healthy development of the telecommunications industry to further implement Scientific Outlook on Development, improve the ability of independent innovation, accelerate the transformation of development mode, promote the integration of informatization and industrialization, the positive development of modern information service industry, has a very important significance 。 In recent years, with the continuous introduction of new mobile services, engineering construction, a bureau of existing county housing for rental, office area is small and scattered, is not conducive to the development of customer service, expand the network development and the new business, the daily management has also brought some difficulties。Therefore, it is necessary to strengthen the county's telecom infrastructure construction and promote the development of the county's information industry. In order to explore the development of the telecommunication industry, the author takes Jiangsu Co. Ltd. Rudong branch as the research object, the production scheduling center projects were investigated, from feasibility analysis point of view, combined with the theory of economics and engineering project management and methods, through a variety of economic and technological feasibility evaluation, around multiple perspectives to explore the implementation of the project based on the feasibility study, put forward suggestions of long-term development of the company, this research is also beneficial for investors to decide whether or not to invest in the company to provide the basis to improve the rationality of investors. Finally, it is proved that the project has obvious economic and social benefits, and the project development is feasible. After the implementation of the project, some economic benefits can be obtained.
