该项目位于哈尔滨呼兰区境内，紧邻利民开发区，西靠滨北铁路、南接环城高速路， 东侧、北侧分别为呼兰河、松花江，坐落在两条水系交汇处，规划总面积约 32km 2 。两 江口处环境优美，水城面积近 60km 2 ，拥有不可多得的滨水岸线优势。哈尔滨某东环路 为贯穿新城区的南北向轴线的交通干道，道路全长 350m，其中包括 1 座跨河桥梁。 本研究主要依据《公路建设项目可行性研究报告编制办法》，并结合项目的具体特 点开展分析，主要包括基础欧亿·体育（中国）有限公司收集与分析、工程现状调查与评价、经济社会分析与交 通量预测、项目建设意义、改造方案研究、投资估算及综合经济评价等。 通过经济社会和交通量现状及未来趋势的预测分析，论证本项目建设的必要性和紧 迫性。依据预测结果，提出适应远景交通量发展的建设标准和规模。对现有公路工程现 状进行调查，全面分析哈尔滨某东环路所在区域的经济和交通发展现状。根据项目自身 的特点，研究可能的改建施工方案并进行方案比较论证。最后，进行工程技术分析、投 资估算和国民经济评价，论证本项目建设的技术可行性和经济合理性。 关键词，道路工程；规划；工程可行性研究东北石油大学工程硕士专业学位报告 II Research on planning and engineering feasibility of Donghuan road in Harbin ABSTRACT The area is located in the territory of Harbin Hulan District, which is near to the Limin Development Zone. Its west is the Binbei railway, and the south is ring expressway of Harbin City. The area is located in the joint part of Hulan River and Songhua River. The planning area is about 32 km 2 . It has the beautiful environment, and the water area is nearly 60 km 2 . It has the advantages of rare waterfront. The east loop road in the area is through the new city axis from north to south. Its length is 350 m, including one bridge across the river. The main research is based on the report of project feasibility of highway construction. This research are combined with the specific characteristics of project analysis, including data collection and analysis, basic engineering current situation investigation and assessment, economic and social analysis and traffic project construction significance, reconstruction scheme research, investment estimation and economic evaluation. Through the prediction of social economy and traffic volume, the necessity and urgency of the construction of this project are demonstrated. According to the result of the forecast, which is proposed to adapt to the development of traffic construction standards and scale. Based on the investigation of the existing highway project present situation, the economy and transportation development present situation of Songhua River Summer East loop region are analyzed comprehensively. According to the characteristics of the project itself, the possible research reconstruction plan and scheme are compared. Finally, project analysis, investment estimation and economic evaluation of east loop road in the area are performed, and the technical feasibility and economic rationality of the project construction are determined.
