加强基础设施建设和公共服务是我国经济发展、人民生活水平提高和社会稳定的重 要保证。政府是公共产品和服务的主要提供者,但随着经济的快速发展,仅依靠政府部 门提供基础设施和公共服务己不能满足人民的需要。党的十八届三中全会提出“允许社 会资本通过特许经营等方式参与城市基础设施投资和运营”,PPP模式(PublicPrivate Partnership,即政府与社会资本合作模式)越来越广泛地被关注和应用。为了规范项目 运作、实现合理付费、提高项目效益和效率,建立完善的绩效评价制度来规范PPP项目 的绩效管理是十分必要的。 基于此背景,本文以PPP项目绩效评价为研宄对象,尝试将平衡计分卡方法引入到 PPP项目绩效评价中,目的是建立起一套基于平衡计分卡的PPP项目绩效评价体系,为 PPP项目评价提供更科学的管理工具。通过对国内外文献的梳理,得出了我国当前还不 存在成熟的PPP项目绩效评价方法、现有方法不能全面体现PPP项目特性的结论。结 合当前现状和相关理论,从平衡计分卡方法自身的优越性和PPP项目绩效评价的特性两 方面,论证了将平衡计分卡运用到PPP项目绩效评价中的可行性和适用性。根据平衡计 分卡的基本框架对战略目标和评价维度进行了修正,从财务维度、利益相关者维度、过 程控制维度和可持续发展维度重新构建了契合PPP项目特征的绩效评价指标体系。最后 将评价体系运用到围场县集中供热PPP项目中,结合层次分析法和模糊综合评价法,得 出了评价结果,验证了所构建的绩效评价体系在实际中运用的科学性和可操作性。 关键词:平衡计分卡(BSC);PPP;绩效评价 I ABSTRACT Abstract Strengtheninginfrastructureconstructionandpublicservicesisanimportantguarantee forChina’seconomicdevelopment,improvementofpeople'slivingstandardsandsocial stability.Thegovernmentisthemainproviderofpublicgoodsandservices,butwiththerapid developmentoftheeconomy,relyingsolelyongovernmentdepartmentstoprovide infrastructureandpublicservicescannolongermeettheneedsofthepeople.TheThird PlenarySessionofthe18thCPCCentralCommitteeproposedallowingsocialcapitalto participateinurbaninfrastructureinvestmentandoperationthroughfranchisingandother means ,andthePPPmodel(PublicPrivatePartnership)ismoreandmorewidelyconcerned andapplication.Inordertostandardizetheoperationoftheproject,achievereasonable payment,improveprojectefficiencyandefficiency,itisnecessarytoestablishasound performanceevaluationsystemtostandardizetheperformancemanagementofPPPprojects. Basedonthisbackground,thispapertakestheperformanceevaluationofPPPprojectas theresearchobject,andattemptstointroducethebalancedscorecardmethodintothe performanceevaluationofPPPproject.Thepurposeistoestablishaperformanceevaluation systemforPPPprojectsbasedonbalancedscorecards,andprovidemorescientific managementtoolsforPPPprojectevaluation. Throughthecombingofdomesticandforeignliteratures,itisconcludedthatthereisno maturePPPprojectperformanceevaluationmethodinChina,andtheexistingmethodscan notfullyreflectthecharacteristicsofPPPprojects.Basedonthecurrentstatusquoandrelated theories,thefeasibilityandapplicabilityofapplyingthebalancedscorecardtothe performanceevaluationofPPPprojectsaredemonstratedfromtwoaspects:thesuperiorityof thebalancedscorecardmethodandthecharacteristicsofPPPprojectperformanceevaluation. 八ccordingtothebasicframeworkoftheBalancedScorecard,thestrategicobjectivesand evaluationdimensionswererevised.Theperformanceevaluationindexsystemthatfilsthe characteristicsofPPPprojectswasreconstructedfromthefinancialdimension,stakeholder dimension,processcontroldimensionandsustainabledevelopmentdimension.Finally,the evaluationsystemwasappliedtothecentralizedheatingPPPprojectinWeichangCounty。 Combinedwiththeanalytichierarchyprocessandthefuzz>rcomprehensiveevaluation II ABSTRACT method,theevaluationresultswereobtained,whichverifiedtbescientificityandoperability oftheconstructedperformanceevaluationsysteminpractice.
