大庆市新能源汽车产业园项目可行性研究 随着全球性的传统能源短缺问题日益突出，积极推进能源革命，大力发展 研发新能源，加快新能源的推广应用，已成为各国经济发展的战略布局。近年 来，新能源汽车项目已经在汽车欧亿·体育（中国）有限公司得到逐步推广应用。国家政策鼓励大庆等 资源型城市积极推进经济转型，发展接续替代产业。党的十六大以来，大庆市 是我国重要的石油和石化产业基地，国务院发布的《全国资源型城市可持续发 展规划（2013-2020 年）》将大庆市划分为资源型城市中的成熟型，确立的发展 方向之一是积极推进产业结构调整升级，尽快形成若干支柱型接续替代产业。 因此，亟需分析新能源汽车产业园建设项目在大庆开展的可行性研究。 本文以大庆市新能源汽车产业园建设项目为例，对大庆市建设新能源汽车 产业园背景、市场环境、技术环境、资金情况等具体方面进行研究分析，同时 利用项目 SWOT 分析进行市场地位，并提出招商引资策略。最后为保障项目的 有效实施，本文结合项目管理的组织保障、人才保障、政策保障等思维构建了 本项目的保障措施，并根据大庆市的经济、政治、人文的发展实际情况，分析 可能存在的政策风险、市场风险、财务风险、技术风险、管理风险等影响项目 实施的风险因素，并给出相应的控制策略。为该项目可行性分析过程及方法值 得其他新能源汽车欧亿·体育（中国）有限公司城市落地的研究提供一定的理论与实践指导的作用。 关键词：项目可行性研究，新能源汽车，SWOT 分析II Abstract Feasibility study on the construction project of Daqing new energy automobile industry park As the global conventional energy shortage problem increasingly prominent, actively promote energy revolution, to develop the research and development of new energy sources, accelerate the application of new energy, has become in various countries and various areas to foster new economic growth point and building a resource-conserving and environmentally friendly society of important strategic choice. In recent years, new energy automobile projects have been gradually applied in the automobile industry. Daqing city is China's important oil and petrochemical industry base, the state council issued the national resources city sustainable development plan (2013-2020) could be divided into mature type of resource-based city, daqing city is one of the developing direction of the establishment adjustment of industrial structure upgrade, to form a number of pillar type alternative industry as soon as possible. Therefore, it is urgent to analyze the feasibility study of the new energy automobile industry park construction project in Daqing. On the basis of predecessors' research, construction of daqing city new energy automobile industrial background, market environment, technology environment, capital, through analyzing specific aspects, such as project SWOT analysis is used to market position, the investment promotion and capital introduction strategy were put forward. Finally, in order to guarantee the effective implementation of the project, thisIII paper combined with the project management organization guarantee and talent support, policy support and so on in constructing the safeguard measures in the project, and according to the economic, political, cultural development of daqing actual situation, analysis of possible policy risk, market risk, financial risk, technology risk, management risk and the risk factors influencing the project implementation, and the corresponding control strategy is given.
