近些年政府购买公共服务已经被运用到我国的各个地方政府中，尤其是在
社会公共服务领域应用广泛，因为它在节约政府开支、提高公共服务水平方面
具有非常重要的作用。现今，政府购买公共服务已经成为了一种新理念，政府
可以通过该方式向公众提供服务。政府购买公共服务是指政府以某种形式将原
来本该归政府管理的事情或提供的服务交由符合要求的社会组织来完成，当所
要求的服务任务完成之后，政府会按照相应的标准对其提供服务的质量与数量
向该组织支付相应的费用。这种理念是在西方发达国家的福利制度改革中发展
起来的，而且该理念早已经在西方国家中得到了广泛的实践应用。在我国，政
府购买公共服务起步较晚，但近些年开始在增设一些试点地区，随着试点地区
的增多，我国政府购买公共服务的范围也越来越多，尤其是在医疗卫生、教育
和养老等领域得到了广泛的应用，并且已经取得了一些成效。然而，在运用这
种方式提供服务的同时也伴随着一些问题的产生
本文所采用的研究方法是文献研究法、案例分析法、比较研究法等，首先
介绍政府购买公共服务的概念和理论依据，然后介绍了我国政府购买公共服务
的发展现状以及取得的一些成就，同时也介绍了存在的一些问题。最后，在借
鉴他国成功经验的基础上，以元氏县购买公共服务为个例研究，并以此提出如
何改进我国政府购买公共服务的措施，首先应该对政府的角色有一个明确的定
位，承担起相应的责任；第二，要加强政府购买服务的制度体制，建设一个合
理有效的制度体系；第三，根据与社会组织订立的合同契约，进一步扩大公共
服务购买范围； 第四，要建立严密的评价监督制度，严格规范公共服务购买流
程；最后，要大力培育和发展符合条件和要求的社会组织，使其更好的服务于
公众
