Significance
China's 11th Five-Year Plan put forward, to keep long-term prosperity and stability in Hong Kong and Macao; to strengthen the cooperation between Hong Kong, Macao and the Inner Land in terms of infrastructure construction, industry development, resource utilization and environment protection; to support Hong Kong in developing services like finance, shipping, tourism and consultancy; to maintain Hong Kong's position as the center of international finance, trade and shipping; to support Macao in developing services like tourism, etc; to promote the development of Macao's economy in an appropriately diversified manner. The proposed initiative of regional cooperation in the Pan-Pearl River Delta (PPRD) is an innovative and experimental measure which could strengthen the influence of Hong Kong and Macao on the relevant provinces in the Inner Land; promote an integrated cooperation between Hong Kong, Macao and the Inner Land in seeking a common development.
Scenario
The Hengqin Island is situated in the west bank of the outlet of Pearl River Delta, linked with Macao by a river. Hengqin is a beautiful place by nature. Along with the further improvement of the infrastructure system in Guangdong Province and the South China region, especially along with the construction of the sea-cross Bridge linking Hong Kong, Macao and Zhuhai, Hengqin's position advantage will be more outstanding Choosing Hengqin as the location of the PPRD Economic Cooperation Region, means that another brand-new economic region is in a process of birth and development. Hengqin will witness its best development opportunity in its history. For the long run, the cooperation region will also serve as a new and important platform for all the relevant provinces in the PPRD region to meet the mega trend in which the free-trade zone to be established by China and ASEAN; to promote their international competitiveness; to adapt themselves to the economic globalization and the regional economic integration.
The Planning Values
`Idea first, act second', planning comes first. Our values for planning are: Sustainable Ecology, Diversified Culture, Innovation and Governance. By Sustainable Ecology, it is meant that more care will be given to the ecological environment in the development process for the purpose of a sustainable development. To seek the maximum economic, social and ecological benefit is Sustainable Ecology, Diversified Culture, Innovation and Governance. By Diversified Culture, it is meant that the uniqueness and beauty of Hong Kong, Macao and all the relevant provinces will be showcased. To protect and promote the diversity of culture is the important foundation for promoting the attractiveness and reputation of the entire region. Innovation is the fundamental to promote the regional economy to further prosperity; to upgrade the position and the competitiveness of the entire region. Organization innovation, system innovation and technology innovation are always the guidelines to be followed for the development of the Cooperation Region. Governance is an ensuring system which helps the realization of the mutual complement of advantage and common development among Hong Kong, Macao and all the relevant provinces in the Inner Land. This will also serve as an important demonstration model.

Planning & Design
The planning & design will focus on the presentation of the combined functions special for the Cooperation Region and the implementation of the planning values. The planning based on the natural environment, will take into consideration the complete protection of primeval hills, marsh and villages. Function-oriented layout will be made for the developable areas, which could be divided into office area, business area, conference and exhibition area, R&D area, cultural showcase area, diversified residential area, high-tech production area, sightseeing and entertainment area and so on. A convenient and people-oriented traffic network will be formed by building motorways, network of secondary roads, rail system and pedestrian system, all of which will be integrated with the surrounding areas. The space design will give full consideration to the region's natural conditions and surrounding environment, forming an organic space relationship featuring as Straight in the North and curving in the South, dense in the East and sparse in the West, two hill foots meet at a river, four hills surrounding the city. The planning for the central valley area from the west to the east will focus on the transition from the natural environment to the artificial environment. The cultural corridor representing features of various places of 9+2 and the R&D area will be formed in combination with the water system of the central valley, symbolizing the PPRD's concept of close neighborhood linked by a strip of water, mixed culture, limitless innovation. At the northeast, a group of skyscrapers with office, finance, business and trade functions will be planned at the place where the cross-gate-waterway watchtower meets across the river the sightseeing tower, the landmark at the center of Macao, which will constitute an important landmark of Hengqin Cooperation Region, representing the concept of close cooperation.Pan-Pearl River Delta

A ilha Hengqin de Zhuhai, situada na costa oeste da foz do Delta do Rio P閞ola, frente a Macau, separada pelo Rio, com 髉timas condi珲es naturais, tem gozado da sua predomina玢o regional cada vez sobressalente, medida que tem se aperfei鏾ado o sistema das infra-estruturas regionais da prov韓cia Guangdong e do Sul da China, sobretudo, com a constru玢o da ponte gigantesca atrav閟 do mar que vai ligar Hong Kong, Zhuhai e Macau.
