摘要
城市燃气输配系统是保障居民生活和社会生产的重要能源供应设施,因此,城
市燃气输配系统的有序建设和稳定运行意义重大。城市燃气输配场站是城市燃气输
配系统的重要组成部分,在城市燃气输配过程中起着重要作用。因此,通过项目后
评价工作可以比较分析项目达到的实际效果和项目立项决策阶段的预测效果的差
距及原因,总结经验教训,提出解决对策。本文利用城市燃气输配、项目后评价、
系统可靠性、系统评价等相关理论,构建了城市燃气输配场站工程项目后评价体系
并进行了实践应用

首先,本文系统阐述了项目后评价、系统可靠性、系统评价等相关理论,为下
一步的城市燃气输配场站工程项目后评价体系研究提供了必要的科学理论基础;其
次,本文根据项目后评价指标设置原则,选取了城市燃气输配场站工程项目后评价
指标,并构建了城市燃气输配场站工程项目后评价指标体系。此外,构建了系统可
靠性识别模型,依据该模型计算得到了城市燃气输配场站工程项目后评价指标体系
的可靠度,并进行了可靠性识别;然后,基于城市燃气输配场站工程项目后评价体
系是一个涉及多种影响因素、对评价指标定性描述进行度量的系统,本文选取了
G1 权重确定法作为评价指标权重确定的理论基础,同时选取了物元分析法作为项
目后评价的理论基础,进而构建了城市燃气输配场站工程项目后评价数学模型;最
后,本文选取 BJ 市已建设运行的四座城市燃气输配场站工程作为案例项目对城市
燃气输配场站工程项目后评价数学模型进行了应用研究,并得到了相关项目后评价
结论,实践说明本文构建的城市燃气输配场站工程项目后评价体系具有切实可行的
操作性

城市燃气输配场站工程项目后评价体系的构建,为开展项目后评价工作提供了
一种规范、科学、系统的方法,有利于提高项目的决策水平和投资效益,有利于加
强项目实施过程监督管理,有利于增强项目实施参与单位和人员的责任感,为提升
城市燃气输配设施建设运行水平起到了积极推进作用

Abstract
The city gas transmission and distribution system is an important energy supply
facility for ensuring the residential and social production. Therefore, it is significant that
the city gas transmission and distribution system can construct in order and run stably.
The station for city gas transmission and distribution is an important part in the city gas
transmission and distribution system. And, it plays an important role in the process of
city gas transmission and distribution. Therefore, the project post-evaluation work can
contrast and analysis the difference and reason between the actual effect of project and
the predicting of project in the preparation stage. It can summarize the experience and
exhortation and put forward the solution countermeasure. In the paper, it constructs the
project post-evaluation system of station for city gas transmission and distribution in the
theory of city gas transmission and distribution, project post-evaluation, project
reliability and project evaluation. Then, it carries out a practical application.
Firstly, the paper expounds the theory of city gas transmission and distribution,
project post-evaluation, project reliability and project evaluation systematically. And, it
provides the necessary scientific theoretical foundation for the further research in the
project post-evaluation system of station for city gas transmission and distribution.
Secondly, the paper selects the project post-evaluation indexes and constructs the project
post-evaluation index system for the city gas transmission and distribution station in the
base of setting principles for the project post-evaluation index. In addition, it constructs
the project reliability identification model. Then, it calculates the reliability of the project
post-evaluation index system for the city gas transmission and distribution station, and it
makes a reliability identification. Thirdly, because the project post-evaluation system of
station for the city gas transmission and distribution is a system that includes a variety of
factors and needs a measure to the qualitative description of evaluation index, the paper
selects the G1 weight determination method as the theoretical basis for the evaluation
index weight determination and selects the matter-element analysis method as the
theoretical basis for the project post-evaluation. Then, it establishes a mathematical
model for the project post-evaluation of station for city gas transmission and distribution.
Finally, the paper selects four stations for the city gas transmission and distribution that

Then, it gets the project post-evaluation conclusion. Practice illustrates it has the feasible
operability that the project post-evaluation system of station for the city gas transmission
and distribution constructed in the paper.
It can provide a disciplined, scientific and systematic approach for the project
post-evaluation work by the construction of project post-evaluation system of station for
the city gas transmission and distribution. It is beneficial to improve the decision-making
and investment benefits, and to strengthen the regulatory in the implementation, and to
enhance the responsibility sense of the participating units and personnel. All in all, it can
play a positive role in enhancing the construction and operation level of the city gas
transmission and distribution facilities.
