安标公司交通运输安全生产标准化业务发展战略研究
安标公司致力于研究安全生产标准化相关领域，为企业提供安全生产标准
化咨询服务以及信息技术支持服务。随着社会的发展，人们对于出行安全的要
求越来越高，交通运输欧亿·体育（中国）有限公司迎来了转型升级、提质增效的关键时期。然而交通
安全的压力没有减小，交通运输安全问题得到越来越多的重视，解决交通运输
安全问题已经迫在眉睫。为了发展业务，实现公司可持续发展，安标公司进入
了交通运输欧亿·体育（中国）有限公司安全生产标准化的市场，为福建、吉林两省部分交通运输企业
提供安全生产标准化咨询服务，协助完成“平安交通”安全体系建设。当前公
司的主要人力、物力都投入到交通运输安全生产标准化业务发展中，此业务能
否顺利开展对安标公司至关重要，是保持自身优势稳定现有客户的稳步向前，
还是积极努力开拓新市场，这需要安标公司结合自身发展的实际情况对发展战
略做科学的分析和研究，提出切实可行的战略方案

分析和总结，利用学习到的各种战略管理相关分析方法，结合安标公司自身发

Abstract
Research on the Development Strategic of Traffic Safety
Standardization Business in ANBIAO
ANBIAO Co. Ltd is committed to researching on the safety standardization and
related areas, mainly providing consulting services and information technology
support about safety standardization in many industries to the customers. With the
development of society, the requirements of traffic safety is booming, transportation
industry is commanded to optimize and reform safety management mode as well as
improve the quality and efficiency. Nowadays, the pressure of traffic safety issue is
not reduced which get a lot of public concerns. To solve the problem of transport
safety is imminent. In order to develop new business and realize the sustainable
development of the company, ANBIAO Co. Ltd decided to provide services to
enterprises of transportation industry which had never got in before. Now, ANBIAO
Co. Ltd has established cooperation with some transportation enterprises in Fujian
and Jilin provinces, providing traffic safety standardization consulting services,
assisting in the construction of the Transportation Safety system. Most of the human
and other resources are devoted in this new business makes it vital important to
ANBIAO Co. Ltd. It needs to do scientific analysis and research, combined with the
real situation, to put forward a practical and feasible development strategy to decide
which way is more appropriate to ANBIAO, steady forward, increase its own
advantages and maintain current customer or eager to enter some new markets.
With reading a large number of strategic management and transportation safety
related literatures and classic cases, along with considering current situation, a
compatible strategic plan comes up, based on multiple theoretical analysis. First of
all, existing problems and causes of traffic safety standardization business unit canIV
be found based on the backgrounds of the society and ANBIAO Co. Ltd. Then PEST
analysis model is used to analyze the influence of political, economic, social and
technical factors on the Traffic safety standardization. Porter&39;s five-force model is
used to analyze five external competitive environment, the advantages and
disadvantages of main existing competitors, the power of potential competitors, the
influence of potential alternatives, the bargaining power of suppliers and purchasers.
Value chain theory is used to analyze the internal factors such as the main activities
and supplementary activities of the traffic safety standardization. Through the above
analysis, this paper summarizes the internal key factors, strengths and weaknesses,
external key factors, opportunities and threats, then put these factors into the SWOT
matrix. Thus four basic development strategies are carried out by the matrix. QSPM
matrix is used to estimate three classic development strategies quantitatively
combined with the real situation, a suitable and effective business development
strategy is developed. At the same time, compatible corporate culture, human
resources management and relevant information system should be established to
ensure the successful implementation of the strategy so that to achieve sustainable
development of ANBIAO Co. Ltd.

改革开放以来，我国经济建设取得了伟大成就，社会方方面面发生翻天覆
地的变化，与此相伴的还有不断发生的安全生产事故。特别是天津港“812”
危险品仓库特别重大火灾爆炸事故，“东方之星”号客轮翻沉事件，以及近几年
我国接连不断发生的重特大安全生产事故，再次暴露出我们安全生产领域面临
着严峻的形势，存在严重问题。党的十八大、十八届二中、三中、四中全会精
神，提出了全面推进依法治国的要求，要求各欧亿·体育（中国）有限公司着力强化安全生产法治建设，
严格按照新《安全生产法》等法律法规的要求，维护人民群众生命财产安全

然而目前我国大多数企业，包含交通运输欧亿·体育（中国）有限公司企业的安全生产管理模式都达不
到安全生产标准化的要求。在实际操作中缺乏科学合理的统筹安排，要么仅仅
流于形式，要么造成时间、精力、物力、财力上的浪费，达不到应有成效。因
此为将交通安全落到实处，交通运输欧亿·体育（中国）有限公司的安全管理急需改革，形成完整的可
以指导交通运输欧亿·体育（中国）有限公司从业人员日常工作的完整体系。2015 年交安委印发《交通
运输部安委会关于印发 2015 年“平安交通”建设工作目标任务的通知》，要求
各级交通运输欧亿·体育（中国）有限公司管理部门和企业建立切实可行的安全生产体系

安标公司从事安全生产标准化相关咨询、技术支持等业务多年，在安全生
产标准化方面有着专业水平，和很高的解决问题的能力。近年来公司应国家交
通运输部的号召，成立交通运输安全生产标准化专家团队和研究小组，参与制
定交通运输欧亿·体育（中国）有限公司企业安全生产风险管理的政策和法规，及安全生产标准化的规
范和标准，并参与完成交通运输部安全监督司编制的《交通运输企业安全生产
