本文采用理论研究与实例分析相结合的方法,以GN银行国贸支行营业室五星级网
点创建为研究对象,阐述了中国银欧亿·体育(中国)有限公司协会开展文明规范服务示范网点创建活动开展的
历程和和五星级网点评定的有关要求,运用SWOT方法分析GN银行国贸支行营业室在五
星级网点创建的优劣势,找出该网点创建的亮点和改进的方向。同时,从质量计划、质
量保证、质量控制三个方面对该网点星级创建项目管理的现状进行深入分析,得出项目
在质量管理方面存在项目质量目标不够明确、进度计划不够具体、组织结构不够明晰、
沟通机制不够健全、质量评审制度缺失、过程控制不够到位等问题。然后,将全面质量
管理的思想运用到本项目管理中,强调全员参与、全过程、全要素的质量管理,从完善
项目质量计划着手,细化项目管理目标,做实项目进度计划;通过组建高效的项目管理
团队,建立顺畅的沟通汇报机制和项目质量评审制度,不断完善该项目的质量管理体系;
强化项目实施过程的控制,明确项目实施过程的监测频率、运用项目管理系统、网点视
频监控系统、“神秘人”暗访等新型手段加大对项目实施过程的全方位监测;提高质量
控制的科技手段,通过开发个性化的项目管理软件和网点服务档案管理软件,实现对项
目和项目文档的高效管理。对项目管理团队和网点服务人员出台有针对性的考核激励措
I 施,确保项目质量目标的实现。同时,为各家商业银行创建五星级网点提供理论和实践

u RESEARCH ON PROJECT QUALITY MANAGEMENT OF CREATION OF THE
FIVE-STAR BANK NODE OF GUOMAO SUB-BRANCH OF GN BANK
ABSTRACT
Service is the eternal theme in the banks, particularly in the financial products highly
homogenized and horizontal competition increasingly competitive nowadays. In order to gain
more customer recognition and finally realize the ascension of core competitiveness of the
bank5the only way is to support high quality, highly effective, convenient and personalized
service comprehensively improving the quality of network service . The creation of the
five-star bank node is conducive to establishing the brand of banking services and promoting
the social image of the bank, which has attracted the high attention and active participation of
the major commercial banks. The GN bank is the mainstream bank of local retail business ,
but its overall level of network service does not match with its mainstream status. So the
bank attaches great importance to the creation of civilized normative service demonstration
unit, hoping to improve the whole service level of bank outlets through pushing typical
example from the point to the surface.
This article adopts the method of combining theoretical research and case analysis,and
takes the GuoMao sub-branch of the GN bank as the research object.lt expounds the
development experience of China Banking Association conducting the activities of creating
civilized and normative service demonstration outlets and the relevant requirements of the
five-star bank node evaluation.lt uses the SWOT analytical method to analyze the advantages
and disadvantages of the GuoMao sub-branch of the GN bank in creation of the five-star
node,and finds out the advantage in the creation and the next direction to improve. According
to the analysis of the present situation of the project management from three aspects(quality
planning, quality assurance and quality control)5this paper points out that the GuoMao
sub-branch of the GN bank has some problems in project management such as project quality
objectives not explicit, schedule not specific enough, the structure of the organization not
clear, communication mechanism not perfect3lack of the quality evaluation system,process
control insufiRcient and so on.According to the idea of total quality management, the paper
emphasis on the whole staff, the whole process, the whole elements of quality management
III to do real project progress plan by improving the project quality pi姐 and detailing project
management objectives5to continuously improve the project quality management system
through setting up an efficient project management team and establishing a smooth
communication reporting mechanism and project quality review systemto increase the
comprehensive monitoring of the process of project implementation through strengthening the
control of the process of project implementation,clearing the monitoring frequency of the
project implementation process, the use of project management system, network video
monitoring system, mysterious person investigations and so many other new means,to
improve the quality control technology and realize efficient management of project and
project documents by developing personalized project management software and network
service file management software5to ensure the implementation of project quality objectives
through providing targeted assessment and incentive measures to project management team
and network service staff. At last, the whole paper hopes to provide theoretical and practical
reference for other commercial Banks to create the five-star bank nodes.

服务是银行永恒的主题,特别是在金融产品高度同质化、同业竞争日益激烈的今天,
唯有全面提升网点服务品质,依托优质、高效、便捷、个性化的服务,才能获得更多客
户的认可,最终实现银行核心竞争力的提升。因此,树立自己的服务品牌,打造自己的
服务亮点已成为各家商业银行竞相努力的目标。那么,什么样的网点才是服务的标杆
呢从2012年开始,中国银欧亿·体育(中国)有限公司协会借鉴酒店星级管理的理念,在银欧亿·体育(中国)有限公司服务领域创
新引入了星级管理的模式,对欧亿·体育(中国)有限公司服务标准进行统一,形成规范化管理体系,填补银行
业网点服务评级的空白,有利于扩大银欧亿·体育(中国)有限公司文明规范服务品牌的权威性和影响力。2014
年,中国银欧亿·体育(中国)有限公司协会正式启动了五星级示范网点的评选,计划逐步推广到四星级和三星
级示范网点。与酒店星级管理类似,银欧亿·体育(中国)有限公司五星级示范网点的评选也代表了欧亿·体育(中国)有限公司内的最
高水平,引起了各大商业银行的髙度重视和积极参与,纷纷加大人
