摘要
当前,伴随国内外错综复杂的形势,世界经济增长面临较大的不确定性,国内经济
增速放缓。能源互联网建设的加速进行、创新驱动力度的日益增强、电力体制改革工作
的逐步深化以及依法治企的全面推进,这些均对电力集体企业现代化管理提出了新要求。
作为有着三十余年历史沿革的浙江电力集体企业,在新形势新常态下,正面临着新经济、
新能源、新模式、新技术、新市场的冲击与洗礼。在这一情形下,唯有抓住机遇,适应
新竞争,创造新价值,才能不断超越,实现可持续发展。
本文在阅读国内外相关文献的基础上,深入了解新常态理论的内涵及特征,学习企
业战略管理的技术方法和管理流程,为后文分析电力集体企业自身发展情况及提出变革
举措奠定理论基础。接着,本文对浙江省电力集体企业发展变革概况进行描述,分析新
常态下浙江省电力集体企业发展面临的新形势和问题,指出实行变革必要性。然后,利
用 SWOT 模型对浙江省电力集体企业发展变革的优势、劣势、机会、威胁进行分析。
最后本文明确浙江省电力集体企业战略定位和发展变革工作重点,以金华市为例,从治
理机制的建设和创新模式的开展两个方面详细提出变革举措,并利用层次分析法和模糊
综合评价法对变革举措实施效果进行综合评价。
本文通过对浙江省电力集体企业进行深入分析与研究发现,在新常态背景下,浙江
省电力集体企业必须认清市场形势,制定科学合理的发展战略。在实施战略时,重视治
理机制的建设与创新模式的开展。在治理机制的建设上,建立以“平台统驭型”公司为
核心的机构体系,合理整合集体企业的资源,构建“市县一体化”的运营机制,同时稳
步推进产权改革。在创新模式的开展上,注重增量业务的开发拓展以及存量业务的改造
升级。本文的研究结果不仅有助于浙江省电力集体企业应对发展过程中面临的新形势,
而且也为国内其他同欧亿·体育(中国)有限公司的发展变革提供了有益参考。

Abstract
At present, with the complex situation at home and abroad, the world’s economic growth
is facing great uncertainty, which leads to a slowing domestic economy. The accelerating
construction of energy Internet, the increasing driving force of innovation, the gradual
deepening reform of electric power system and the overall promotion of enterprise
management in conformity with the legal provision have all put forward new requirements for
modernization management of the power collective enterprises. With the history of nearly
thirty years, The power collective enterprises in the province of Zhejiang is facing the impact
and baptism of new economy, new energy, new modes, new technologies and new markets
under the new normal. In this case, the enterprises must seize the opportunity, adapt to the
new competition and create new value in order to go beyond themselves and achieve
sustainable development.
The connotation and characteristics of the new normal theory are deeply learned and the
technical method and management process of strategic management are carefully studied in
this paper based on reading the related literature at home and abroad, which lay a theoretical
foundation for the later analysis of development situation and reform measures. Then, the
basic circumstances of the power collective enterprises in Zhejiang are described. This paper
analyzes the new situation and existed problems under the new normal and points out the
necessity of reform. Additionally, the SWOT model is applied to analyze the strengths,
weaknesses, opportunities and threats of power collective enterprises in Zhejiang. Finally, this
paper makes the strategic positioning and key points clear. The city of Jinhua is taken as an
example to introduce the reform measures in detail from the construction of the governance
mechanism and the development of innovative modes. Analytic hierarchy process and fuzzy
comprehensive evaluation method are proposed to evaluate the effect of the measures.
In this paper, through the in-depth analysis and research of power collective enterprises
in Zhejiang, it can be found the market situation must be understood and the scientific and
rational development strategy should be developed under new normal. Considering the
implementation of the strategy, we should pay attention to the construction of governance
mechanism and development of innovative models. For the construction of the governance
mechanism, the organization system whose core is the control platform should be established
and the resources of collective enterprises should be rationally integrated. What’s more, the
operating mechanism of the integration of cities and counties needs to be constructed and the
reform of property rights need to be steadily promoted. In carrying out the innovation mode,
the development and expansion of the incremental business as well as the transformation and
upgrading of the stock business should be focused on. The results of this study will not only
help the power collective enterprises in Zhejiang cope with the new situation, but also华北电力大学硕士学位论文
