笔者对本课题的研究,借助的主要理论基础是关键业绩指标绩效管理体系
(Key Performance Indicator,以下简称 KPI),在具体的研究中,笔者按照该
理论观点,采用实证的研究方法,以 W 电力公司为研究对象,通过分析其绩效
管理体系,从电力企业人力资源管理改革出发,探索构建符合地方电力企业实
际的绩效管理体系,在提升企业绩效管理水平的同时,促进企业不断提升自身
的核心竞争能力,从而在激烈的电力市场竞争中分得蛋糕,本文的研究最终就
是想要在这方面作出一些新的探索和尝试
论文的第一部分和第二部分主要介绍了选题背景和意义,通过文献研究了
解相关理论的研究成果。第三部分主要围绕我国电力欧亿·体育(中国)有限公司的绩效考核研究展开,
从分析其现状出发,总体把握该欧亿·体育(中国)有限公司绩效管理整体水平,根据问卷调查法,了
解员工对现行绩效考核体系的认识程度和满意度,分析企业自身存在的问题
第四部分通过 SWOT 分析明确企业发展战略,通过管理流程图、目标分解等方
法,对指标进行公司级、部门级、岗位级的层层分解,建立 KPI 指标库;最后
用权值因子法确定指标权重及评价标准,以及对指标进行分类和分级。第五部
分设计了制度保障,强化了对考核结果的合理运用,以保障考核结果能够有效
反馈并保持持续改进。第六部分保障 W 电力公司在实施 KPI 绩效管理中,所必
要的具体措施
通过本文的研究,笔者发现企业的战略规划是先于组织结构的,只有规范
业务流程,合理的规划和配置人力资源,构建以 KPI 绩效管理为战略导向的体
系,才能真正地将公司的战略转化为内部运作的过程。本文重新定位了以战略
为导向的绩效管理体系,从而推动其在人力资源管理中,不断发挥中枢作用

Summary
This study focuses on the performance management of electric power enterprise,
based on its current stage of development and the existing problems, in order to
change the pattern of the performance appraisal is the main direction, and then from
the scientific and complete objectives, performance management system, hope that
through this study, provide the basic guideline for effective performance management
of the enterprise.
The author of the research, the main theoretical basis of the performance
management system is the key performance indicators (Key Performance Indicator,
hereinafter referred to as KPI), in the specific research, according to the theory, using
empirical research methods, the W power company as the research object, through
the analysis of the performance management system of from the reform of human
resource management in electric power enterprises, explore the construction in
accordance with the actual local electric power enterprise performance management
system, to enhance the level of enterprise performance management at the same time,
encourage enterprises to continuously improve their core competitive ability, so as to
share the cake in the competitive electricity market, the study of this paper is to make
some new in this area to explore and try.
The first part and the second part of the paper mainly introduces the background
and significance of the topic, and through the literature research to understand the
related theory research results. Analysis of the current situation of performance
appraisal of the domestic power industry through third parts, grasp the same industry
enterprise performance management level, according to the questionnaire, understand
the staff on the current performance evaluation system of the degree of cognition and
satisfaction, analysis of the problems of their own. The fourth part analyzes the clear
enterprise development strategy through SWOT, causal relationship, management
flow chart, target decomposition method, company level, department level, job level
index of the layers of decomposition, establish KPI index database; finally determineV
the index weight and evaluation standard for weight factor and the method for
classifying and rating index. In the fifth part, we design the system guarantee,
strengthen the reasonable use of the results of the assessment, so as to ensure that the
results can be effectively feedback and maintain continuous improvement. The sixth
part is the conclusion.
Through this research, the author through the application research, found that the
strategic planning is the first organization structure, only standardized business
processes, rational planning and allocation of human resources, build a KPI oriented
performance management system, can really be the process of company strategy into
