产业链是社会分工造成的社会生产组织方式，在同一产业链上，工业生产的
各个环节在供需关系以及管理和技术上紧密联系，随着生产力的发展和竞争的加
剧，产业链在不断的分化和整合。在水务市场领域，产业链一般由水源管理、供
水、排水、中水回用等构成，这一领域在传统的管理体制下，通常由多个部门分
别经营，其经营主体不仅涉及多家企业，在某些地区，还涉及水利、城建、环保
等政府部门。此体制将水资源循环体系人为的分开，无法统一管理，增加了管理
成本和协调难度

XX 市为实现水务领域的良好发展，成立 A 水务公司，力求在全市区域内完
成水务领域的产业链整合，实现一体化战略。本文在综合评价了 A 水务公司外部
环境和内部条件，分析其实施一体化战略的可能性，并有针对性的提出了适合 A
水务公司的一体化发展战略，并制定了详细的实施计划和组织结构保障措施

在 A 水务公司一体化目标确定后，其实现路径可分为两步走：第一步，利用
5 年的时间，积累技术和管理经验，并整合中心城区的供排水企业，使 A 水务公
司成为区域内最有影响力的水务公司。第二步，再用 5 年的时间，以 A 水务公司
为主体，逐步整合全市各县的供排水企业，并不断拓展 A 公司的业务范畴，使公
司在全市范围内实现全产业链一体化经营模式

Abstract
Industry chain is the organization way of social production that social division
of labor causes. In the same industrial chain, each link of industrial production closely
affiliates with demand, management and technology. With the development of
productivity and the competition, industry chain is constantly differentiated and
integrated. The industrial chain is composed of water management, water supply,
drainage and water recycling in the area of water market. It is usually operated by
multiple departments in this area of the traditional management system. Its operating
body not only relates many enterprises, but also it relates water conservancy, urban
construction, environmental protection and other government departments in some
areas. The system makes that the water recycling system is artificially separated and it
is unable to unify management. It increases the management cost and the difficulty of
coordination.
XX city has established A Water Company in order to realize the good
development of water service area. It completes the integration of the industrial chain
in the area of the city and realizes the integrated strategy. This paper comprehensively
evaluates external environment and internal conditions of A Water Company, and
analysis the possibility of the integration strategy. This paper also puts forward the
target for integrated development of A Water Company, and formulates detailed
implementation plan and security measures of organization structure.
The path of realization can be divided into two steps after A Water Company
determines the goal. Firstly, it uses 5 years to accumulate technology, management
experience and integrate water supply and drainage’s enterprise of the central city. It
makes A Water Company to become the most influential water company in the area.
Secondly, it uses 5 years again to integrate gradually water supply and drainage’s
enterprise of the every counties and the whole city with A Water Company as the main
body, and constantly develops business scope of A Water Company. It makes A WaterIII
Company to achieve the business model of the whole industry chain’s integration in
the whole city.
