但如果沿袭原来传统的经济发展模式，资源将难以为继，环境也将不堪重负。党
的十六届三中全会明确提出“五个统筹”，确定了全面、协调，可持续的发展观。

从我国面临的经济高速增长、资源相对缺乏、环境状况堪忧的形势出发，发展循
环经济是重要的战略选择。

循环经济是国际社会推进可持续发展的一种实践模式，它强调最有效地利用
资源和保护环境，以最小成本获得最大的经济效益和环境效益。目前，对于循环
经济发展状况的评价还处于摸索阶段，还没有形成一套公认的或被普遍接受的指
标体系及评价方法，这直接影响了可持续发展战略的实旅。针对这种情况，本文
所做工作包括以下方面的内容：
论文首先从循环经济的概念入手，探讨了循环经济系统特征和原则，并在借
鉴国内外众多研究成果的基础上阐述了循环经济三种发展模式。结合经济学相关
理论从不同方面论证了发展循环经济的重要性、必要性和紧迫性。

其次，结合科学性和实用性的原则，分别从三个层次构建了基于领域维、时
间维、空间维的循环经济评价指标体系框架。同时考虑我国实际情况，结合数据
的易得性和可量化性设计出了包括目标层、主题层和指标层，涉及经济、环境和
社会三个子系统、共计33个指标的评价指标体系。在评价模型中，分别采用水平
指数、发展指数和协调指数对循环经济发展进行综合评价。

最后，对龙岩市1996～2005年发展状况进行实证分析。利用层次分析法确定
指标杖重，并进行综合评价。评价结果表明：在过去的十年里，龙岩市经济发展
总体水平是在不断的提高的，但是发展可持续性还不强，经济环境与社会的协调
发展能力有待进一步提高。由此提出龙岩市发展循环经济关键在于调整产业结构，
合理利用和保护资源，建立资源节约型、环境友好型社会。

本文所构建的循环经济评价指标体系能够综合反映地区可持续发展的各个方
面，具有一定的实践意义和战略意义，可为发展循环经济及制定相关措旌提供参
考。

Abstract
1nhc objectivc of building a well-off society of higher quality in an all-round way
within the first twenty years of the 21 century was put forward at the sixteenth national
congress of the Communist Party of China．It would be possible to realize the economic
development goal of quadmpling China’s GDP by 2020．But it's out of the question to
realize it with traditional development mode，which leads to the exhausting of
environment and resource．According to the paradox of economic development and
relative lack of resource，Circular Economy is the most strategic way．
Circular Economy,which is a practical model to promote sustainable development,
emphasizes the usage of resource and protection of environment．At present，the study
on circular ec．onomy evaluation which affects the implement of sustainable development
stratagem is still in groping stage at home and abroad．This paper was composed of the
below section：
Firstly,the characteristic and principie of circular econnmy were discusse正and
three development modes were put forward based on the extensive research documents．
Some correlative economic theories show the essentiality necessity and urgency．
Secondly,a three-dimensional frnmowork of indicator system for circular economy
Was established with the principle of practicability．In the meantime，combining with the
actuality of China and data availability,an indicator system for evaluating regional
circular economy was developed,which involved three layers and three subsystems
contat‘ning economy,environment and society amounted to 33 indicators．In the
cvaluation model．there are three indices consisted Level Index,Development Index and
Coordination Index．
Finally,a case study of circular economy evaluation on Longyan from 1996 to
2005 was carried out by the appfication of the index sys．tem and the quantitative model
above with AHP．T五e result shows that Longyan has achieved the basic requirement of
sustainable development of circalar eoonomy．Subsequently,it Was pointed out that the
radical approach of achieving strong sustainability Was adjusting constitutes of industry,
establishing resource．．saving and environment．．friendly society．
T1le framework established was practical and universal，and could reflect the
sustainable development status of area．This WOrk Was of practical and strate：gic
signifiCarice to a celtain extent,could supply beneficial references for deeisionmakers to
make and adjust sustainable development strategic goal and countermeasures．
