人力资源是高等学校发展的第一资源,高层次人才是支撑现代大学发展的核心与关
键。在高层次人才竞争日益激烈当今,一批地处西部地区地州城市的医学高等学校都面
临着高层次人才严重匮缺与竞争力严重疲弱的双重困境。QJS医学高等专科学校便是这
类学校一个典型样本。本研究从QJS医学高等专科学校实际出发,通过对学校高层次人
才队伍建设背景分析、理论基础研宄、现实问题考量、人才规格类型界定提出了学校高
层次人才队伍建设的目标原则、主要任务及优化策略等。这样的研宄,或许为QJS医学
高等专科学校高层次人才队伍建设提供重要决策参考和深化研究的基础,同时为西部地
区地州城市的医学专科学校提供理性认识和有益的借鉴。

Abstract
Human resource is the first resource in the college development and it's the key and
core that high-level talents may support the development for the modern colleges .At
present with the increasingly intense competition of high-level talents, a number of higher
vocational schools located in West China are facing the internal and externa] troubles which
are starved for high level talents and lack of competitive power. QJS College is the typical
example among the colleges. The research has been made from the actual situation to present
the target and general principle,main task and optimization strategy by analyzing the
background of building the high-level talent team .studying the theoretical basis , concerning
the practical issues and defining the specification of talents, etc. Such a research may provide
the basis of important decision-making reference and making further investigation to
construct the high-level talent team. Meanwhile, this study may provide the useful guidance
and rational knowledge for colleges in the prefecture- level cities of West China.
